1 Highlights Progress & Challenges Priorities for 2011-2012 Branch: Climate Change Portfolio Committee Workshop – January 2011

2 Climate Change Mitigation Conclude green and white papers on climate change with substantive mitigation policy statement Engage in Integrated Resource Plan and Integrated Energy Planning Process to ensure alignment with peak, plateau and decline trajectory Update LTMS work and take forward Greenhouse Gas Information System Work with line departments to prepare portfolio of nationally appropriate mitigation actions Support implementation of Clean Technology Fund projects – Eskom wind and Concentrated Solar Power and private sector financing. Ensure country mitigation efforts are showcased for COP17

3 Ensure that the Climate Change White Paper has a substantive adaptation policy statement Work with line departments to support development of sectoral adaptation plans Work with provinces and local governments to support development of risk and vulnerability assessments and adaptation plans Finalise Second National Communication adaptation chapters Ensure that country adaptation actions are showcased for COP 17 Climate Change Adaptation

4 Achievements Successfully represented South Africa at the SADC Informal Maputo dialogue and Africa group preparatory meeting in Banjul to advance SA position for COP 16. Actively participated in the BASIC meetings in Tianjin and Mexico to advance SA national interests. Actively participated in the meeting and Mexico Informal dialogues and Major Economies Forums to advance SA national interests. Actively participated in COP 16 Mexico meeting to advance SA national interests. Appointed Durban as a host city for COP17/CMP7. Challenges UNFCCC scheduled two extra meetings in addition to the normal four. South Africa as the next COP President was required to participate in all Mexico Informal dialogues. Loss of two Senior Managers in the International Climate Change Directorate. Priorities for 2011 Put in place best logistical programmes for the successful hosting of COP17/CMP7. South Africa as a Party to the UNFCCC has to advance its national interests in a manner that build convergence among Parties. Embark on an Informal consensus building process to seek a convergence of views during COP17/CMP7. International Climate Change

5 Challenges Limited budget and capacity – branch in process of establishment and recruitment underway Challenge to complete White Paper by June so that national and international processes are not conflated Achieving alignment with other line departments on policy issues COP 17 consultation strategy requires careful planning and a proactive approach to consultation. Also needs finance and capacity for COP prep process
