Provide Mission Command functional support to Army Enterprise operations in human resources, logistics, plans and operations, communications, and resource management Provide headquarters level FM Domain systems support, user support, and governance of the Army’s modernized and deployed FM Enterprise Resource Planning (ERP) systems Execute and implement FM audit policies, providing oversight and evaluation of enterprise compliance preparedness for audit of business processes through discovery, testing and training Oversee enterprise wide finance support to expeditionary and garrison FM organizations, sustain electronic commerce and banking capabilities, provide technical training and evaluation of financial management units, and provide oversight and support to Army classified finance and accounting operations Provide E2E standardized process maps and documentation, field implementation support, and compliance validation for FM ERP business processes Functions: Mission Command, FM Domain Systems Support, Audit and Compliance Support, Finance Operations, and Business Process Standardization USAFMCOM is responsible for performing Army level enterprise Financial Management (FM) functions, including systems sustainment, audit and compliance support, financial operations support, and ERP business process standardization; and for providing operational headquarters oversight of Army field FM activities. 3 USAFMCOM Mission & Functions

UNCLASSIFIED / FOR OFFICIAL USE ONLY USAFMCOM UNCLASSIFIED / FOR OFFICIAL USE ONLY Develop, field, train, and sustain electronic commerce capabilities in cooperation with the US Treasury, Federal Reserves, and banks Provide hands-on technical training and evaluation of financial management units and organizations from all components Perform oversight, inspections, and centralized support operations for Army classified and OCONUS finance and accounting operations Manage the Army banking program for contract community banks, financial institutions operations on Army installations, and international banks providing support for OCONUS operations Serve as ombudsman for pay issues which cannot be resolved by the Defense Finance and Accounting Service (DFAS) Perform functional management of Army centrally managed accounts for the DFAS bill, electronic commerce, banking, and loss of funds Perform oversight and management of Army disbursing and entitling operations Manage the Army network of civilian pay customer service representatives Serve as the Army functional point of contact/lead activity on all external and enterprise-wide operational audits of finance operations within or supporting the Army Coordinate and liaison with DoD and national service providers Coordinate and provide operating guidance for execution of entitlement policy established by Headquarters Department of the Army & DoD Manage the Army travel card program 6 Mission Function: Finance Operations Provide enterprise - wide financial operations and support through oversight of expeditionary and garrison financial operations, liaison and coordination with national service providers, fielding and sustainment of electronic commerce capabilities, technical training and evaluation of financial management units, oversight and support to Army classified finance and accounting operations, management of banking programs, and distribution of funding to commands. UNCLASSIFIED / FOR OFFICIAL USE ONLY USAFMCOM UNCLASSIFIED / FOR OFFICIAL USE ONLY Provide audit and compliance oversight for the Army’s financial management strategy Coordinate with DASA-FO to convey audit and compliance requirements to the Office of Under Secretary of Defense (Comptroller), Financial Improvement & Audit Readiness Directorate, Army Managers’ Internal Control Program and other bodies. Plan and facilitate the execution of independent public accountant activities Evaluate control environments to ensure business process standardization and system controls support audit outcomes and sustainment. Develop and manage overall Army financial audit sustainment and compliance testing Track and monitor commands corrective action plans to completeness Oversee communication and change management efforts supporting audit Conduct operational sustainment training Function: Audit and Compliance Support Support Department of Army strategy to achieve and maintain full financial statement audit by executing and implementing financial management audit policies, providing compliance oversight and sustaining Army audit preparedness for business processes and systems through discovery, testing, corrective actions and workforce training. Proposed Changes Conduct the Army Joint Review Program (JRP) program inspections. Develop and manage sensitive activity processes supporting full financial statement audit.
