Background BBL IRF service implemented October 2010 CSEP Ancillary Agreement completed November 2010 – One shipper signed up so far – An Agent is required to allocate gas between multiple shippers BACL is a non-profit company set up by shippers to manage the matching and allocation at the Bacton IUK CSEP BACL along with six shippers are driving the implementation of an allocation agent for BBL Exit Point for 1 January 2011 Proposed principles and rules are based on the existing Bacton Agent and Claims Validation Agent arrangements.
