1 WORKFORCE DEVELOPMENT BREAKFAST SUMMIT 2-17-16

2 CMEF Purpose Began in 1988 as the education affiliate of ABC of Greater Houston to promote and deliver training to the construction industry. Devoted to servicing the workforce development needs of the contractor community through training programs and workforce development initiatives.

3 Services Provided CMEF Craft Training- offered to members of the Training Contributor Program – over 1900 per year enrolled NCCER Certification – True 3 rd Party Verification – Written and Performance Verification High School Programs – Workforce development and Training efforts - Increased from under 10 to 38 that have been certified by CMEF Other Customized Specific Training

8 CMEF Progress on Goals Build a Business case for CMEF – Spread the message – Successes with HBR and EHCMA – Building more understanding to move forward in new directions Shorten the time it takes for Craft Training – CTC went through many of the modules and have found ways to shorten the process from 4 years to less than 2 years in most cases Develop Alternative Training Options for Contractors – Contractor Training Program – to work with contractors to do more on- site type of training and mentoring with CMEF playing the verification / testing role - This program is in final stages of implementation – Task based training - Working on individual task within NCCER modules to train from. Can be on-site and off site In Development

9 Current Landscape All ABC members are focused on Workforce Development and see it as the #1 issue that ABC needs to focus attention and resources on. Both ABC and CMEF have been devoting resources to expand workforce development efforts. Owner community doesn’t recognize or have knowledge of many of these efforts and the fact that ABC member companies are the driving force

10 CMEF 2016 GOALS Consolidate ABC & CMEF efforts around Workforce Development – In Progress – Need more concentrated efforts relating to workforce development and coordination with many other organizational efforts to bring workers into the construction industry. Anticipated Results of Restructuring – Alignment of Governance & Resources on WFD & Training – Broader ABC membership involvement and knowledge of issues relating to training and workforce development programs – Better Coordination & Communication – Better Branding and understanding of ABC / CMEF efforts around training and WFD – A big player in overall WFD efforts

11 CMEF 2016 GOALS Hire new VP level individual to advance our goals and engage the many organizations on WFD efforts – Hired Michael Richter CMEF is positioned to be a leader in the WFD efforts – Organization, Resources and Structure to devote to the task – Ability to work with other organizations on WFD efforts o HBR, EHCMA, GHP, Etc.

12 CMEF 2016 GOALS Expand and Grow New & Existing Training programs o Non-Traditional – Methods and Delivery – On-Site & On-Line – Shorter durations – On site Contractor Training Programs – Task based / Modules / Rotating in and out – Increase non-standard training efforts – supervisory, etc. o Traditional College based – Continue to promote and expand o Commercial Training – Expand

13 CMEF 2016 GOALS Expand Owner & Contractor knowledge and support- Continue working with HBR and EHCMA and other groups Expand Funding o Increase TCA’s - Owner and Contractor o Develop alternative revenue streams Develop Expanded Facilities to handle increased needs

14 CONTRIBUTOR FUNDING RATES CMEF currently at $0.06 per jobsite work hour Compared to other locations: Westlake - $0.12/HR (Currently at $0.15 until new building is paid for) Corpus Christi - $0.12/HR New Orleans - $0.09/HR Beaumont - $0.10/HR We believe we can make this work for our region with expanded TCA’s
