1. Regional Mobility Plan I. Introduction This process for creating a regional mobility plan is designed for geographic areas with a small to medium sized central urban area with a surrounding rural area. Combining the long-range urban transportation plan with the surrounding rural transportation plans provides for a comprehensive planning approach to the planning district while at the same time meeting federal and regional mandates. The Plan will be used by various entities to assist in determining aspects of their planning processes. Each locality of the planning district has input into the Plan and its various agencies/departments will be able to look to this Plan for a regional vision and impacts analysis. Developers, businesses, realtors, bankers, and school boards are among the groups that can coordinate the Plan with other plans, ordinances, etc. for strategic planning purposes. The following plan is based on the Thomas Jefferson Planning Commission and the Charlottesville Albemarle Metropolitan Planning Organization “UnJam2025 United Jefferson Area Mobility Plan”. II. Need and purpose of multimodal system The Regional Mobility Plan strives to develop a long-range transportation improvements package that will support the region and consider land use, environment, and economic development. It considers the increasing regionalism of the area and strives to create a seamless transportation network. The specific goals of the Plan are to: Improve mobility within neighborhoods, towns and counties Improve connections throughout the region Make transportation choices which help foster livable communities The overarching priority is to develop a balanced, multi-modal transportation network that supports and connects communities. IV. Integration plan Public Involvement Public involvement is a major component in developing the Regional Mobility Plan. A series of workshops should be held for the one-year period leading up to the creation of the Plan. Technical Process The technical process begins with subsequent research, analysis, and public involvement. The committee also reviews and considers public comments The committee begins completing analyses and started deciding which projects to include in the Plan. III. Rationale for selected alternative The Plan will provide an appropriate blend of transportation alternatives to support the movement of people, goods, services and information in the most efficient and effective manner possible, addressing regional and statewide transportation needs in a manner consistent with local goals to maintain and enhance quality of life. Improved mobility and increased accessibility are products of an efficient transportation network. In order to reduce congestion and protect the environment, new roadways as well as existing facilities should accommodate bicycling, walking, and transit facilities. Because so many developments, shopping centers, and other facilities can only be reached Transportation areas that the plan will focus on includes: Roadways, Transit, Bicycle and Pedestrian, Ridesharing, Travel Demand Management, Rail and Freight, Air Travel, and Development Patterns
