Policy Coherence for Development?! “You cannot give with one hand and take it again with the other” Legal basis within the treaty of Lisbon (art. 21 and 208) Political commitment in the 2005 European consensus on development; “the EU is fully committed to taking action to advance PCD in a number of areas, it is important that non development policies assist developing countries efforts in achieving the MDGs. Therefore the EU shall take account of the objectives of development cooperation in all policies that it implements which are likely to affect developing countries”

5. Policy Coherence for Development?! A useful tool for advocacy Necessary to evaluate aid effectiveness Examples of incoherent policies can be found in all sorts of policy fields; trade, migration, intellectual property rights, fisheries, illegal logging, agriculture, arms trade policies

Communicate incoherencies to your European counterparts Try to find evidence of the impact caused by an incoherent policy Make your respective governments aware of the incoherence and of the existence of article 12 of Cotonou Article 12 Cotonou “Where necessary, a request for information may take place on the initiative of the ACP States. At their request, consultations shall be held promptly so that account may be taken of their concerns as to the impact of those measures before any final decision is made. After such consultations have taken place, the ACP States may transmit their concerns in writing to the Community as soon as possible and submit suggestions for amendments indicating the way their concerns should be met”
