2. The Water Quality Act of 1987 is an amendment to the Federal Water Pollution Control Act, a.k.a the Clean Water Act, which regulates discharges of pollutants into the waters of the United States and regulates quality standards for surface waters. The EPA is in charge of upholding this act.
