What should be done now, differently? The way we have been doing it (HFA implementation) is not having the desired effect! How do we scale it up over the next 5 years. Different countries are at different levels of HFA achievement, this needs to be reflected in the Review. It has to be done regionally! Decentralize the process because of the many differences in countries. The Review should highlight the positive nature of the process, that it looks forward, while reviewing what has been achieved in the last 5 years. What are the barriers that need to be removed? We need to focus on implementation, what has worked so as to provide some guidance to the up scaling processes? Be more realistic and be as practical as possible throughout the Review. Not just set targets but suggest ways to achieve those targets!!! Can the review go to this next level?
