6 Questions Asked 1991 Census Is there anyone who was in the HH on the census night disabled? 2002 Census Does “NAME” have any difficulty in moving, seeing, hearing, speaking or learning, which has lasted or is expected to last 6 months or more?

7 Definition of Disability 1991 Census Any condition, which prevents a person from living a normal social and working life.

8 Definition of Disability 2002 Census A person who is limited in the kind of or amount of activities that he or she can do, because of on going difficulty(ies) due to a long-term physical condition or health problem that has lasted 6 months or more. This includes all those difficulties that are expected to last more than 6 months.

9 Summary 1991 Census  The term “disability” was used in the Global question.  One disability  Prevalence rate of 1.1%

10 Summary 2002 Census  Included information on rehabilitation measures  The term “disability” was avoided in the global question  Multiple disability(at most 2)  Duration was taken care of.

13 Weaknesses related to Data collection l Existing gaps in developing specific indicators l Lack of reliable data & information systems l Difficulty to collect comparable data l Assessment forms were too complicated l CBR staff hardly filled these forms l Data from some districts was not correlated and systematized

14 Data Collection Instruments l Identification, registration & baseline information forms l Assessment, follow up & referral forms l Supervision & monitoring guidelines l Reporting guidelines
