The present perfect subjunctive is formed with the present subjunctive of the auxiliary verb haber + the past participle.

The present perfect subjunctive, like the present subjunctive, is used when the main clause expresses a wish, emotion, doubt, denial, etc., pertaining to the subject of another clause. Generally, the verb in the main clause is in the present tense.
Dudamos que Antonio Villaraigosa haya sido nominado para gobernador.
We doubt that Antonio Villaraigosa has been nominated for governor.
Espero que el teléfono móvil haya funcionado bien.
I hope that the cellular phone has worked well.
