The AECID digital library and its possibilities to contribute to sustainable international development Araceli GARCÍA IFLA Satellite Conference. August 11-12, 2015 in Windhoek, Namibia. The Role of Libraries and Information Centres in Supporting National Development.

Introduction: The AECID (Spanish International Aid to Development Agency )belongs to the Spanish International to Development Affairs Ministry, so, all the cultural actions we do are referred to foreign countries, and especially, to under developed countries. The traditional AECID paper library specializes in cooperation for development and Social Sciences of the Latin American and Islamic world. It has an extremely rich physical collection – of about 1.000.000 (one million) - books, reviews, photos, journals and electronic media-, and a good reputation among specialists for the size, quality and up-to- date nature of its extensive holdings. The digital library includes the most important old books, audio records and old photographs that the Library of the Spanish International Aid to Development Agency (AECID) has only on paper or in analogical support. The more valuable part of the digital library is the 2000 digitized patrimonial old books, with more than one million of digital images.

The AECID Library: users, aims and services The users of the AECID Library are basically 2 types: 1-Internal users of the institution - civil servants – that must carry out, manage and evaluate projects of cooperation for the development. 2-External users We have 3 types of external users: 2.1. Those that look for information to carry out works of cooperation 2.2. Those who study topics of humanities and social sciences on Latin America and the Arabic and Islamic world, matters of the Library from the decade of 1940 2.3. The international scholars of the AECID

To take advance of the new opportunities for cooperation through the new technologies The fundamental element of cooperation for the development of the AECID Library is its digital library. The Digital Library is allowing us to take part in cooperative projects with other institutions throughout the entire world. The AECID Digital Library arranges closely of 1.500.000 (one million and a half) of digital images, gathered in the Spanish recollector Hispana and in the European Europeana. In order to still serve more interested users, the Library of the AECID takes part in a project centred on its collection about Latin America, with the idea of extending it later to the Arabic and Islamic collection. We are going to speak about our last project: Creation of a web portal that reunites the documentarion obout Latin America that exists in several European institutions. The provisional name is Americanae: Latin America in the cultural and scientific European heritage.

The objective of the project is to analyze the European responses to this influence through: - The recompilation of the American cultural heritage conserved in cultural institutions (archives, libraries, museums) - The recompilation of the European cultural heritage of an Americanist nature conserved in cultural institutions. - The recompilation of studies and researches, both humanistic and scientific, on Latin America. - The creation of a social network of research and study on Latin America. - The development of an innovative tool on recompiled data (bibliographical and historiographic analysis, graphic visualization of data through statistic graphics, time lines, geo-location, virtualization of artwork, etc) - Tools of social participation (geo-location of ancient maps) -Exportation of these contents to Europe. The project must consider that some services will be offered in the cloud (i.e. the recollection of metadata, the generation of different schemes of metadata, the linking of data to Linked Open Data and such)

Technological Plan Collector Hispana, composed by several applications: - Collector of metadata OAI-PMH - A directory of projects of digitalization. - A repository OAI-PMH Software DIGIHUB, developed by DIGIBÍS, a company that has been providing the software DIGIBIB, with which AECID’s Digital Library works. Functioning Mechanism: collect in a selective way the American content of several repositories OAI that could be configured in thematic sets with said content. That way, it could be collected in a short time by thousands of registers, both of specialized institutions and generalist institutions with Latin American collections. In this process of collection, there could also be included repositories of Latin American Institutions. Technological Base: same as Europeana (Protocol of metadata collection OAI, Europeana Data Model).

Participants It is open to Archives, Libraries, and Museums Associations, etc. (Research, Scholars) Software Companies (SME, ICT Companies) Informatics Departments from Universities (Research in ICT) Packs of Work 1. Coordination and Management of the Project. 2. Diffusion and Formation of the Network: -Research network on Latin America -Services of metadata and collection. - Services in the cloud. - Functionalities, requisites, development and implantation. 3. Services of Linked Open Data. -Multilingual Thesaurus on Latin America -Linking to LOD data sources, especially to Wikipedia. 4. Multilingual search engines. 5. Services to users. a) Thematic search profiles (that will show the content according to a series of axis) -Navigation, exploration, travels and communications. -Nature and natural studies. -Anthropology and social relations -Politics and political structures.

b) Wars and Borders -Exile and cultural survival in dictatorships -Americans in Europe -Europeans in America c) Services to research. -Doctoral Thesis on Latin America - Most studied areas; non-studied areas (by contrast with a thesaurus) -Statistic data sources on Latin America -Data sources on zoology and botanic -Etc. d) Social Tools -Crowd-sourcing (Geo-location of ancient maps, text transcriptions, etc). - Semantic network VIVO of investigation on Latin America.
