1 National Governors Association Roundtable Presentation April 2, 2001 Dr. Christine Johnson Director, ITS Joint Program Office Program Manager, FHWA Operations

2 Congestion is a critical problem

3 More vehicles- More delay Vehicle travel up 72% Road Miles up 1% 1980-1998

4 The Problem Continues to Grow 80 % of our people live on 20% of the land

5 Freight volumes will grow as well Freight volume is forecasted to double between 1998 and 2020

6 Trips in all parts of the US are taking longer Source: FHWA Traveler’s Satisfaction Survey

7 Congestion Concerns Nearly 80 % of travelers indicated they wanted traveler information (Source FHWA Traveler’s Satisfaction Survey)

8 Congestion Concerns Over half of the travelers surveyed perceived that heavy traffic caused most of the congestion they experienced. (Source FHWA Traveler’s Satisfaction Survey)

We are expanding the mission of FHWA From constructing the infrastructure... …to operating it safely and efficiently while enhancing and protecting the natural and human environments.

10 Incidents Disasters Weather Work Zones Give Back The Road 4 Lanes of Highway Demand Management ITS/OPS

11

12 Full time, integrated Operations can: Reduce delay Improve Reliability Reduce fatalities and Injuries AND Restore a sense of control At least I called ahead and delayed the meeting

13 Operations/ITS Tool Box Weather Response Signal timing, synchronization Ramp meters, HOVs, HOTs Incident Management Work Zone Management Demand Management Access & Parking Management More……

14 What is ITS? Travel Management:

15 What is ITS? Fleet Management:

16 What is ITS? Government Transactions:

17 What is ITS? Vehicles -- Crash Avoidance:

18 R&D has proven ITS to be technically feasible Operational Tests have shown benefits of first- generation systems An industry with technical expertise and commercially viable products exists ITS technologies are being deployed What has been Accomplished

19 Some of the Benefits Optimized signal timing can: Retimed signals, with no change in hardware, can generally save 12 percent in travel time. In some cases, the time savings reaches 22 percent. (Improving Traffic Signal Operations, 95) Basic traffic signal improvement can result in 12 percent improvement in vehicle speed or travel time.

20 Some of the Benefits Emergency vehicles experience benefits from traffic signal preemption, with travel time reductions of around 20%

21 Some of the Benefits Integrated arterial, freeway and incident management in San Antonio Texas led to travel time reductions of 20% during major incidents. (What Have We Learned About ITS)

22 Some of the Benefits Ramp meters can: Increase vehicle through put from 8% to 22% Increase mainline speeds from 8% to 20% Reduce accidents from 15% to 50% (Freeway Mgt. report)

23 Arterial Management Los Angeles, CA Traffic signal optimization across 1200 intersections Travel time reduced 18% Average speed increased 16% Delay reduced 44%

24 511 Most Publicly “Visible” ITS Deployment Potential to Bring the Pieces Together What’s next?

25 National ITS Architecture Achieve integration Engage a wide range of stakeholders Support tailoring ITS to local requirements Enable electronic information sharing Facilitate future ITS expansion Provide for interoperability ITS at a national level
