2 TOM TORLAKSON State Superintendent of Public Instruction Future of California Assessments English Language Proficiency Assessments for California (ELPAC) to replace CELDT California Alternate Assessment to replace CAPA in ELA/Math Next Generation Science Standards assessment to replace the CST in Science Primary Language Assessment to replace Standards-based Test in Spanish (STS) 2

3 TOM TORLAKSON State Superintendent of Public Instruction Future of California Assessments AB 484 requires the Superintendent to make recommendations on the expansion of CAASPP to the SBE, Legislature and Department of Finance by March 2016 January SBE – guiding principles March SBE - recommendations 3

Set of measures administered at the classroom, school, district, and state levels –May be in any grade or content area –May vary by test type ( e.g., formative, interim, summative ) –May vary by test purpose ( e.g., to support instructional decision-making, for accountability ) –May vary by mode of administration ( e.g., paper/pencil, computer-supported ) Together, provide useful information to wide range of audiences 6

7 TOM TORLAKSON State Superintendent of Public Instruction Background Information Provide recommendations captured from a number of key resources –Assembly Bills 250 and 484 Superintendent and CDE materials and reports –CA stakeholder input from public comment –Key resources for educational research & measurement (e.g., Standards for Educational and Psychological Testing, Nat’l Research Council) and NGSS-based assessment communities ( e.g., CCSSO Framework, Stanford Next Generation Science Standards Assessment Project ) –Scan of state assessment systems –US Department of Education 7

10 TOM TORLAKSON State Superintendent of Public Instruction Guiding Principle 1 … an integrated, coherent system of multiple measures, all working in unison to –model and promote effective teaching practices and improve student learning –communicate state priorities for instruction of all students, including college and career ready expectations –yield trustworthy performance data that can be used in wide range of content areas. 10

11 TOM TORLAKSON State Superintendent of Public Instruction Guiding Principle 2...a purpose-driven system in which each measure in this system—whether traditional selected-response, a writing prompt, performance- or portfolio- based, a culminating project, or other assessment type—serves a specific purpose or addresses a specific need. 11
