1 National strategic reference framework Jela Tvrdonova

2 National strategic reference framework Is the basic strategic document of the Slovak Republic for using EU Funds within the programming period 2007 – 2013. Sets up national priorities, which will be co- financed from Structural Funds and Cohesion Fund in connection with Strategic Guidelines of the Community and which define the framework for Funds interventions at the EU level

3 National strategic reference framework Slovak Republic entered the EU as the country with the GDP 48 % of the EU – 15 average. Strategic goal for short programming period 2004 - 2006 - achieve 54 % of the EU average, was the beginning of the convergence process of the SR towards the EU level.

4 National strategic reference framework Strategic goal for 2007 – 2013 is formulated as follows: „Till 2013 significantly increase the competitiveness and performance of regions and Slovak economy and employment while respecting sustainable development“ This goal represents the continuous trend which started in 2004 and It is based on introducing qualitative and structural changes necessary to enhance competitiveness f the Slovak Republic and its regions, as well as the quality of life of Slovak citizens

5 NSRR - procedure Submitted to the EC 21. 12. 2006 and negotiated In accordance of Regulation the EU has 4 months to negotiate it with the MS The list of operational programs of the NSRR are also negotiated within the same time frame The operational programs were submitted till 6.3.2007, the latest time for their approval is 6.7.2007. The real situation – the NSRR approved 31.7.2007, operational programs still negotiated

6 NSRR Strategy, priorities and objectives of NSRR will be implemented via 10 operational programs within the frame of the EU Cohesion policy objectives under 3 priorities: Infrastructure and regional accessibility (3 programs) Knowledge society (3 programs) Human resources (2 programs)

7 Regional Operational Program Specific priority: regional infrastructure Contribution of the EC in EUR: 1 445 000 000 Managing Authority: Ministry of construction and regional development SR Civil service infrastructure and transport (2 and 3 class roads)

8 Operational program - Environment Specific priority: environmental infrastructure and protection Contribution of the EC in EUR: 1 800 000 000 Managing Authority: Ministry of environment SR Integrated protection, utilisation of waters.

9 Operational program - transport Specific priority: transport infrastructure and public transport Contribution of the EC in EUR: 3 206 904 595 Managing Authority: Ministry of transport, post and telecommunication SR Railways, roads – TEN T and 1 class national roads, intermodal transport

10 Operational program – information society Specific priority: information society Contribution of the EC in EUR: 993 095 405 Managing Authority: Government Office of the SR Public administration electronisation, Memory funds institutions, broad use of Internet

17 Horizontal priorities HORIZONTAL PRIORITIES are cross NSRR themes and will be respected by each project to be financed by operational programs There are following horizontal priorities: A. marginalized Roma communities – increase employment and education and improvement of the standard of life B. equal opportunities – for all. Prevention of all forms of discrimination C. sustainable development - environmental, economic and social sustainability of the economic growth D. information society – development of inclusive information society
