1 Official Rules of Competition for Long Range Disciplines Rulebook #13 Updated December 2015 J.B. & M.A.W. International Benchrest Shooters

2 Background and Purpose Tasking was given at the 2015 Winter Meeting to reorganize and rewrite the rules of competition for the LR disciplines. This briefing: summarizes deficiencies and shortcomings found with the existing Rules explains the approach to a revision of the Rules explains how the revision is organized provides a summary of changes within each area of the document 2

3 Deficiencies and Shortcomings Current Rules It intersperses discussion of key topics throughout the document. It can be confusing and in some cases lacks sufficient detail. By its organization it forces shooting disciplines to flip back and forth through the entire rulebook. The Rule Book doesn’t allow a shooting discipline to stand alone. Especially confusing was mixing a description of the Course of Fire (i.e.: what is shot and within what timeframes) with scoring. Discussion about records, points and awards was also confusing. 3

4 Approach to Revision First, all words relating to the Long Range disciplines were separated. Content of the current rules was retained – if it was factually correct. Existing content was logically reorganized and then amplified/clarified where necessary. Second, the Rules were looked at from the viewpoint of a new shooter or a new Club was starting up. Experienced Long Range shooters simply take these matters for granted. Guidance for new shooters was included. A fuller description was required of procedures, scoring, handling of potential record targets, protests and appeals, and roles and responsibilities, etc. Third, an effort was made to ensure any ambiguities were removed. The baby wasn’t thrown out with the bathwater.

5 Rules Revision The Revision is reorganized along this outline/construct: Objectives of IBS Definitions, Roles and Responsibilities Safety Tournament Procedures General Rules and Regulations Scoring, Protests and Appeals World Records, Points, Awards and National Matches – 1000 Yards World Records, Points, Awards and National Matches – 600 Yards 5

Definitions, Roles and Responsibilities Definitions gathered from various parts of existing rules Modified slightly the definition of range omitting short range criteria Made minor modification/clarifications to some definitions Tried to remove potential for further dispute about muzzle brakes and rests Defined “Rookie” in better detail Added Roles and Responsibilities of key personnel – to include the shooter 6

7 General Summary of Changes by Section, cont. Safety Gathered safety-related items scattered throughout the current rules Expanded discussion in some areas to provide better detail 7

8 General Summary of Changes by Section, cont. Tournament Procedures Course of Fire descriptions and scoring was separated for each LR discipline. There are 2 main areas of focus – Administrative and Operational. Administrative is anything related to how to establish, organize and administer a tournament – before a shot is fired – and after all shots in a tournament are fired. Scoring, Protests and Appeals was moved to its own section. Operational covers the actual conduct of a Match/Tournament on the firing line. This includes mandatory safety briefing. How the Target Detail and Pits function before, during, and after a Match is discussed. Since this straddles both Administrative and Operational, we put this discussion precisely there, still under Tournament Procedures. Safety Briefing and Line Calling Sheets for both LR disciplines are included. 8

9 General Summary of Changes by Section, cont. General Rules and Regulations Information found interspersed throughout the existing Rules was consolidated and alphabetized by subject. Scoring, Protests and Appeals. How targets are scored and how disputed targets are resolved needed more detail. Scoring scenarios were added, to include calculation of aggregates. Protest and Appeal procedures in the current Rules was amplified. The intent of the process as re-written is fundamentally unchanged, but now better reflects the flow of the process. 9

10 General Summary of Changes by Section, cont. World Records, Point, Awards and National Matches 1000 Yard and 600 Yard disciplines were broken into different major sections. Appendices Currently existing material was omitted – not relevant to LR Caliber Change Form was added. 10
