Regional Air Source Heat Pump Performance and Savings Research and Evaluation Project Proposed Scope of Work and Estimated Budget February 10, 2004

Project Scope Three proposed studies –Study 1 - Baseline Installation Practices and Impact of Product Specification on Performance Contractor interviews Field performance review Manufacturers interviews – Study 2 - Measure savings assessment Utility program heat pumps Non-utility program heat pumps –Study 3 - Residential Baseline (STILL UNDER DEVELOPMENT) New Residential Construction Heating systems Cooling saturation

Study 1, Objective 1 – Determine Baseline Contractor Installation Practices Approach : Structured Contractor Interviews Four markets Eastern Washington (Spokane/Tri-Cities/Mid-Columbia) Western Washington Northern Willamette Valley Medford/Ashland/Klamath Falls Review EWEB installation data Five contactor interviews each Estimated Budget: $10,000

Study 1, Objective 2 - Establish of Heat Pump Manufacturer Product Specifications Approach : Structured Interviews with at least four manufacturer’s technical representatives Issues: –Feasibility of TXV addition to outdoor unit (implications for capacity/efficiency) –Control recommendations –Sizing recommendations Estimated Budget: $10,000

Study 1, Objective 3: Estimate Impact of Heat Pump System Components on Performance Approach: Detailed Field Review of Heat Pump Characteristics and Performance Develop and Refine Performance Assessment Protocol Administer Protocol on at least 25 homes that have had heat pumps installed with past 2-3 years –20 homes distributed regionally –5 homes to represent OOE tax credit installations –Additional homes from Energy Trust of Oregon (?) Conduct Short-Term Detailed Metering Estimated Budget: $120,000

Study 1, Objective 3: Characteristics Data Collected House characteristics –House UA –House leakage –Duct leakage Equipment characteristics –Nominal Sizing –Charge, air-flow –Controls Metering device (TXV) Defrost controls Outdoor Thermostat Element sequencing

Study 1, Objective 3: Characteristics Data Collected (cont.) Thermostat characteristics and operation –Thermostat type Adaptive recovery Staging –Scheduling Set-back settings Manual override

Study 1, Objective 3: Characteristics Data Collected (cont.) Short term metering (heating season) –Line voltage Compressor Fans –Low Voltage Heating call both stages Emergency heat use –Environmental conditions Temperature (ambient, buffer, indoor, OD coil) RH (ambient)

Study 1, Objective 4 - Establish Contractor Installation Practices and Equipment Characteristics Baseline Field Review –200 homes in at least four markets Eastern Washington (Spokane/Tri-Cities/Mid-Columbia) Western Washington Northern Willamette Valley Medford/Ashland/Klamath Falls –Protocol (2 people, ½ day review) House characteristics Equipment characteristics Thermostat characteristics and review –Estimated Budget: $280,000

Study 2, Objective 1: Estimate Energy Savings from Heat Pump Conversions Approach – Statistical analysis of utility bills, pre and post-conversion on large sample (2000 homes) of heat pump installations –Utility program participants –Participants that include a replacement heat pump –Participants that include a new heat pump –Control group 200 homes from Study 1 200 homes in markets not covered by Study 1 (e.g. Olympic Peninsula) Utility assist in identifying control sample –Estimated Budget: $140,000

Study 2, Objective 2: Estimate Savings from Heat Pump Refrigerant Charge Correction Approach : Statistical analysis of utility bills, pre and post-charge correction CheckMe! participants (300 homes) Variables collected from EWEB records Minimum 1 year after CheckMe! service Estimated Budget: $30,000

Summary of Estimated Budgets Study 1 - Baseline Installation Practices and Impact of Product Specification on Performance –Contractor interviews - $10,000 –Manufacturers interviews - $10,000 –Field performance review - $120,000 –Installation practices and equipment - $280,000 Study 2 - Measure savings assessment –Heat pump conversions and replacements - $140,000 –Refrigerant charge correction - $30,000
