Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development 9 WHY SPECTRUM POLICY? Radio frequency spectrum is a limited key resource Ensure efficient use of spectrum in National Interest Determine spectrum usage priorities Input to the formulation of the national frequency plan Establish the key principles on which spectrum management is based
10
BENEFITS OF A SPECTRUM POLICY Provide guidance: in the development of national frequency plan in the allocation of spectrum where there are competing services Ensure Government objectives are met Ensure rational & effective spectrum utilisation Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development 10
11
SPECTRUM POLICY OBJECTIVES Promote National Interests Establish principles for spectrum management Establish guidelines for the national frequency plan Ensure effective & rational use of spectrum & ensure availability of spectrum in both short & long term Establish principles for spectrum fees Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development 11
12
SPECTRUM POLICY OBJECTIVES Contd... Spectrum for Government Services Spectrum for Safety of Life Services Spectrum for Public Protection & Disaster Relief Spectrum for scientific research Spectrum usage for new innovative applications Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development 12
13
Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development 13 GUIDELINES FOR THE NATIONAL FREQUENCY PLAN Comply with ITU Requirements Co-ordination with neighbouring countries Minister is responsible for approval of the Plan Minister must ensure requirements for security services
14
Making South Africa a Global Leader in Harnessing ICTs for Socio-economic Development 14 SPECTRUM FOR ECONOMIC DEVELOPMENT Spectrum and Land have similar characteristics Occur naturally in the physical environment Are intrinsically scarce since their physical quantity is not extensible and cannot be reproduce Constitute a fixed stock able to supply a production flow indefinitely, provided it is managed effectively
