2 September 18-19, 2006 - Denver, Colorado Sponsored by the U.S. Department of Housing and Urban Development 2 Government Performance and Results Act of 1993 Holds all federal agencies accountable for achieving results. Intended to improve congressional decision-making and internal management of the Federal Government. Requires agencies to set program goals, measure program performance against those goals, and report publicly on their progress.

3 September 18-19, 2006 - Denver, Colorado Sponsored by the U.S. Department of Housing and Urban Development 3 Outputs to Outcomes Original GPRA Measures tracked outputs. –Example: 2001 measure reported the # of people who entered HUD-Funded Permanent Housing programs. In 2003 HUD shifted to outcomes-oriented reporting. –Example: Current measure tracks the % of people assisted who retain permanent housing for at least 6 months Based on Federal direction, this trend will continue.

5 September 18-19, 2006 - Denver, Colorado Sponsored by the U.S. Department of Housing and Urban Development 5 GPRA Homeless Measures There are four outcome measures that directly operationalize the GPRA homeless goal: 1.Stabilize clients in permanent housing; 2.Successfully move clients from transitional housing to permanent housing; 3.Increase the employment rate of clients; and 4.Increase HMIS Participation.

Relevant HMIS data elements: –2.10 Program Entry Date –2.11 Program Exit Date –2.13 Program ID (to filter outcome for PSH projects) –Could also use demographic characteristics to understand if different populations have varying degrees of retention

Relevant HMIS data elements: –2.11 Program Exit Date (to filter for clients that have exited) –2.13 Program ID (to filter outcome for TH projects) –3.10 Destination –Could also use demographic characteristics to understand if different populations have varying rates of placement

8 September 18-19, 2006 - Denver, Colorado Sponsored by the U.S. Department of Housing and Urban Development 8 Using HMIS to Track Earned Income Data Sample Increased Earned Income Outcome: –75% (35) of participants will have obtained livable wage employment at program exit; 70% (15) of those employed will be employed at equal or greater pay six months after program exit. Relevant HMIS data elements: –2.10 Program Entry Date –2.11 Program Exit Date –3.1 Income and Sources –Could also use demographic characteristics to understand if different populations have varying degrees of success
