2 Long-term Strategies  Section 40 CFR 51.306  Reasonably Attributable Visibility Impairment  RAVI components: certification of impairment, attribution analysis, BART engineering analysis  Analyses done upon certification, but authority and availability should be part of the plan  RAVI as component of trading program  Arizona’s R18-2-1601-06 for RAVI & R18-2-410 for new or modified major sources

3 Section 308 Requirements  40 CFR 51-308(d)(3) – i thru v  Address regional haze impairment for each C1A within your state and C1As outside state impacted by your state’s sources  “Little i” says must consult with other states  “Little ii” says include measures to address out- of-state impacts  “Little iii” says show the technical analyses  “Little iv” says ID all anthropogenic sources  “Little v” says do a minimum factor analysis

4 What does this mean, really?  Let’s take our anthropogenic sources: #1 – major stationary source #2 – minor stationary source #3 – mobile source #4 – area source
