4 Scope To design safe railroad crossings that maximizes the movement of people and goods Design safe pedistrian crossing across the railroad tracks To design effective intersection closures that minimizes the impact on traffic and the community

5 Background The City of Rainier is on the south bank of the Columbia River across from Longview Wa. Our project is part of The Rainier Waterfront Urban Renewal Plan The closing of the Trojan plant set off a decline in the number of businesses in the city. Currently the population is around 2000 people

6 Our Project No dedicated engineering staff. Our contact for this project is Lars Gare – City Administrator Our project will consist of closing 4 railroad crossings and 3 closures

7 Existing Conditions

8 Future Conditions Railroad’s Plans- –The “A” Street Streetscape and Railroad Safety Project, is a commercial street reconstruction project aimed at improving rail functionality and providing safety to the surrounding community. Street Improvements include; –Separation of heavy rail from other street network users. Rail curbs, crossing closures and restricted access to A Street.

9 ODOT’s 3/3/1 Offer to City –ODOT Rail has made an agreement with The City of Rainer Stating that if 3 rail crossing are closed ODOT will pay for 3 to be upgraded. This leaves the fourth additional rail crossing to be upgraded under the responsibility of the City of Rainer to finance. –Under this agreement The City of Rainer is required to provide all the engineering for the project and ODOT Rail will have final decision making authority on the plans and will be financially responsible for 3 of the crossing upgrades.

10 Future Closures –City decided due to usage and location that it would be beneficial to close the following East 2 nd Street East 4 th Street East 5 th Street Future Gated/Controlled –City decided that it would be necessary to allow the following intersection to remain open however to provide control measures for safety purposes. West 2 nd Street 1 st Street East 3 rd Street East 6 th Street
