Building an Institutional Capacity for Federal Contracting Activity Matthew Kirk, MS, CRA Sr. Grant & Contract Officer Cedars-Sinai Medical Center Spring, 2011 NCURA Region VI/VII Mtg

The Background: -Research Institute of an Academic Medical Center  less than 10% of overall activity - Recent transformation through five years of rapid growth (see next slide) -Most growth has been in grants and other assistance awards -Recent expansion in contracting mechanisms has been seen, resulting in volume, scope and complexity of contract sub-awards…

Recent Growth in Federal Research

The Problem: A lack of institutional capacity to efficiently review, approve, and carry out terms incorporated in Federal Contracts (Majority of which are DHHS subcontracts) increasing the level of risk to the institution.  The terms include: Federal Acquisition Regulations (FARs)  Adhoc compliance monitoring  Central and Department resource needs  Lack of visibility of risk items

The Proposed Solution: 1: Define the scope of the problem: -Identify areas that are touched by compliance requirements -Locate potential monitoring checkpoints outside Sponsored Research 2: Identify and engage stakeholders: Must be a cross-sectional team to cover all areas 3: Determine staff requirements and system solutions needs for each area 4: Develop training and monitoring structure both central and departmental: -Determine training regimen -Propose automated system solutions where possible or tool sets

The Stakeholders:  Sponsored Projects Pre-Award Team  Sponsored Projects Managers & Director  Vice President for Research  Purchasing  Finance  Academic Human Resources  Legal Affairs  PI’s and DRA’s with federal (sub)contracts in their portfolios  Others yet to be identified?

Other Potential Resources -NCURA/other education course(s) available: Contracting FARs Small Business Subcontracting Plans -Matrices from other institutions w/ pre-determined & fallback positions on a range of FAR and DHHS clauses -Discuss strategies on IP/publication rights with Industry Group -Suggestions Welcome!

Wrap-up Next Steps: -Gather more data on trends/history -Interview Stakeholders -Develop recommendations for implementation phase Comments/Questions…. Thank You!
