WIDER ISSUES AND OUTSIDE BODIES. PERFORMANCE MANAGEMENT.

4 HEALTH AND SOCIAL CARE OVERVIEW AND SCRUTINY COMMITTEE ISSUES CONSIDERED IN 2002/2003  Delayed Discharges  SHIFT and LIFT Project – regular updates  Palliative Care  Performance Indicators  Presentation and visits to Salford Primary Care Trust, Salford Royal Hospitals NHS Trust and Bolton, Salford and Trafford Mental Health Trust  Agreed Protocol with Salford Community Health Council  Information on Patient and Public Agenda  Closure of Community Centres  Visit to parliamentary Health Select Committee  Developed Protocols for the operation of Scrutiny with our partners  Criteria for scrutinising SHIFT and LIFT  Mental Health Trust – Consultation  Audit of Age Related Policies  Local delivery Plan and Capacity plan  Development of Health Inequalities role for the Cttee  Patient Advice and Liaison service  Guidance and regs on new health scrutiny power  Homelessness Strategy

5 ODPM – Good Practice Environment that should exist. Need an emphasis on Policy Development. Need good membership and leadership engagement. Need a responsive executive. Need non-partisan working. Need to continue to develop direct officer support. Need a supportive senior officer culture. Need for high levels of awareness.

6 Discussion What issues do we want to look at in 2003/04? How do we want the committee to function? What has worked well so far and what hasn’t worked so well? Training and Development Needs Good practice across the 5 Scrutiny Committees

7 ISSUES TO DISCUSS FOR DEVELOPMENT Further member and officer training. Research and comparative work. Engaging with the community and partners. Promoting our work. Relationships with others I.e. Cabinet/Directors Team/Officers/Partners and External Agencies. Need to identify issues of community concern both locally and citywide. Continue to develop and build good practice and share good practice with other scrutiny committees both within and outside the City Council.

8 ISSUES TO DISCUSS FOR DEVELOPMENT Improved focus for the Committee’s work Need to consider specific issues to look at ‘in depth’ and focus on no more than 1 or 2 issues. What difference is the Scrutiny Committee going to make over the next 12 months - focus on outcomes when selecting areas and carrying out work Select topics that are timely and relevant, but not already under review elsewhere Be mindful of the unexpected issues that may arise during the Year that may impact on Cttees workload Ongoing development of the Committee
