2 Background: Recent Discussions on Cellular Network Evolution With Existing Mechanisms: A recent trend in 3GPP is to adjust configuration parameters or procedures for each device, so as to maximize processing efficiency and reliability of a network. – Example parameters to be tweaked: Tracking Area (Paging Area), Inactivity Timer, etc. Recent Needs: The more streamlined network would be required to address handling of traffic with lower ARPU such as M2M. 3GPP is discussing how to streamline network functionalities (= how to optimize network parameters) depending on the utilization characteristics of a specific device. – Utilization characteristics: Mobility (Frequency, Velocity), Communication characteristics (Frequency of communication establishment, Data Volume, Required Bandwidth, Acceptable Delay) – 3GPP is active on the issues. 3 Expected needs (or Missing Requirements) For future streamlined networks, it is needed to handle the case that utilization characteristics of specific device can vary dynamically. – 3GPP MTC assumes that the characteristics of a device are static. – But in fact, in many cases the characteristics of a device are variable. (See the next slide) New Requirement: A mobile network SHALL be able to optimize constantly the Network functionalities of Mobility and Connectivity management (= tweak network parameters) depending on the change of device utilization characteristics. Method Proposal: A Service Platform captures device behavior (=changing of utilization characteristics) to alert the mobile network so that the network can keep optimized control. (For details to the next slide) – A Service Platform could assemble a spectrum of data (communication characteristics from service level) which is unavailable in a mobile Network, to capture device behavior Page 3

7 Idea to resolve comments There are two different essences in the comments to be resolved. – To indicate by general manner as much as possible. Potential requirements – To indicate by specific way as example to lead requirements. Use cases, device characteristic parameters

8 Potential requirements M2M service platform – The M2M service platform SHALL be able to provide the Underlying Network with information related to M2M devices that allows optimizations in the Underlying Network with regard to M2M traffic. – The M2M service platform MAY be able to compute the information with which the Underlying Network should be provided by analyzing the information received from the M2M application before providing to the Underlying Network.
