1 ERCOT ROS Planning Working Group (PLWG) Scope Approved at 3-12-10 ROS Meeting

2 PLWG Scope Non-voting group open to all stakeholders, PUCT Staff and ERCOT. Reports to the Reliability and Operations Subcommittee (ROS) on a regular basis. The ROS approves the PLWG chair and subgroup chairs as recommended by PLWG. The chair schedules meetings as required to discharge its responsibilities. When consensus cannot be achieved on an issue, the issue should be fully described and options presented to the ROS for disposition.

3 PLWG Scope Functions of the PLWG include: – Assignments from the ROS – Review the criteria, processes and data provision requirements included in the Planning Guides, to identify any needed improvements and recommend appropriate solutions for ROS action or approval. – Review proposed Planning Guides Revisions and make recommendations for ROS approval.

4 PLWG Scope Functions of the PLWG include: – Review Planning Guides for alignment with North American Electric Reliability Corporation (NERC) Reliability Standards requirements and recommend appropriate Regional Standard Authorization Requests (SARs), Planning Guide Revision Requests (PLGRRs), or Protocol Revision Requests (PRRs) as needed. – Assist with review and analysis of unusual or emergency type events having a significant impact on ERCOT as

6 Planning Guides Outline Rev 0 indicates inserting document without change. Rev 1 indicates inserting document with moves and deletions Rev 2 indicates inserting new or significantly revised document

7 Planning Guides Outline Introduction (Rev 2) Process For Planning Guide Revisions (From Section 1 of Operating Guides - Rev 1) Regional Planning Process Rev 0 (RPG Charter) – Move TPIT to Section 5.6 Data (Rev 1) – Move ALDR to Data (Rev 1) – Move Economic Criteria to Criteria section (Rev 1)

8 Planning Guides Outline Generation Interconnection Process (From Generation Interconnection or Change Request Procedure - Rev 0) Planning Criteria – Reliability criteria (Section 5 of the current operating guides – Rev 0) – Evaluate if section 7 (or parts thereof) of Operating Guides dealing with System Protection should be moved to the Planning Guides. (Rev 1 or 2) – Economic Criteria(from RPG Charter Rev 1) – Requirement for posting TSP Specific Planning Criteria (Rev 1 or 2)

9 Planning Guides Outline Data/Modeling – Transmission Planning Steady State models base case development (SSWG Procedures- Rev 1)(revised Nodal version Rev 2) – Dynamic Model development (DWG procedures Rev 1) – SPWG Procedures Model development (DWG procedures Rev 1) – TPIT Report Procedures (Rev 1 or 2) – ALDR Procedures (Rev 1 or 2)

10 Planning Guides Outline Data/Modeling – Economic Assumptions development Procedures (Rev 2) – Data Dictionary Explanation and Procedures (move from SSWG procedures-Rev 1) – Generator Data Procedures for use in Transmission Planning (Rev 2) – Contingency List (Multiple Circuits) Submission and Procedures (move from SSWG procedures-Rev 1) – Connectivity node group development procedures with NMMS (Rev 1 or 2)

11 Planning Guides Outline Should the Planning Guides include PASA/SOO documentation? (PUC Sub Rule 25.505) (At 5- 13-10 ROS meeting direction was to include only portions that need further documentation) Should the Planning Guides include CDR procedures? (Generation Adequacy TF/LOLP) (At 5-13-10 ROS meeting direction was that including documentation of CDR procedures should probably be added to Planning Guides.)
