2 Healthcare Reform All started with JFK Kennedy's proposals:  Improve economy  Improve education system  Reform healthcare  Improve civil rights

3 Healthcare Reform: why do we need it? 46 million Americans have no insurance 25 million more are underinsured Employers stopped offering insurance to employees US spends 52% more than any other nation

4 Healthcare Reform: the bill A government-sponsored health insurance program Will become active in 2014 Purchase insurance through state-based exchanges  separate exchanges for small businesses Largest middle class tax cut 95% of Americans will be insured

5 Healthcare Reform : the bill Illegal immigrants not allowed health insurance Cut government overspending Rein in waste, fraud and abuse Commonsense road rules keep premiums down

6 Healthcare Reform: the bill Everyone must purchase health insurance  Or face a $695 annual fine No denial because of pre- existing conditions Employers must provide health insurance  If more than 50 employees Individuals have to pay for abortion

7 Healthcare Reform: the bill Money will also be going towards:  Parks  Hiking paths  Sidewalks Estimated cost of reform $940 billion Estimated reduction in deficit $143 billion

8 Healthcare Reform: the bill No Republicans voted for the bill 34 Democrats voted against the measure to increase popularity:  They removed abortion from insurance policies

9 Healthcare Reform: How will we pay for it? Medicare Payroll tax on investment income Insurance companies pay 40% excise tax High-end insurance plans worth $27,500 3.8 % tax on investment income  Families making more than $250,000 yearly

10 Healthcare Reform: Liberal view Healthcare more affordable Faster greater competition in insurance company Guarantee of quality

11 Healthcare Reform: Conservative View Plan too costly Will make health insurance more expensive Lower quality of health care Paying for consequences for decades

12 Healthcare Reform: Conservative view Older doctors retire  No mentors for younger doctors Lesser quality of doctors Students uninterested in becoming doctors  Because of low government pay

13 Medicare Federal health insurance program Began in 1965 Not free Basic hospital insurance for elderly Beneficiaries share cost of health care

14 Medicare Only covers services when medically necessary People who qualify:  65 and older  People with disabilities  People with ESRD Beneficiaries may also qualify for Medicaid

15 Medicaid Provides basic medical care to:  Elderly and disabled  Low-income people  Pregnant women Covers more than 44 million 25% of American children rely

16 Medicaid Based on state State decides  Benefits  Eligibility  Payment rates Finances 75% of state health spending
