2 External Debt System The World bank External Debt System (WBXD) ◦ Repository of statistical data on external debt ◦ Loan by loan details of all loans of all countries ◦ Loan information provided by each country ◦ Monitors external debt of various countries ◦ Generates reports based on the data

3 Current data collection process ◦ Method  Countries use system’s developed by UNCTAD or COMSEC  Report yearly loan information in electronic format (Excel)  Two excel sheet provided  One excel for reporting new loans  One excel sheet for reporting transactions of old loan ◦ Drawbacks  Loan number used to uniquely identify a loan for transactions  Sometime countries change loan number  Difficulty in matching loan information across years  Different countries have different code for same data  Automation not possible

4 SDMX New system developed to collect data in SDMX format Benefits ◦ Cleaner consistent data due to code list standardization ◦ Better utilization of debt specialists time as data cleaning is minimal ◦ Ability to match loans using parameters other then loan number ◦ Single SDMX-ML file containing new loan and transactions ◦ Can be automated
