2 The Good News Overall, the MTP/SCS Draft Released by SACOG is a step in the right direction. The Plan:  integrates land use and transportation planning,  promotes infill,  invests in high quality transit service,  invests in pedestrian and bicycle infrastructure,  and invests in Complete Streets throughout the region.

3 Recommendations In order to build and sustain equitable neighborhoods in the Sacramento region, the MTP/SCS should…

4 Recommendations Promote Affordable Housing in All Communities Create a Jobs-Housing Fit Analysis Tool Meet the Needs of Transit Dependent Populations Promote Transit Equity for All, Including Transit Dependent and Choice Riders Prioritize Equity-Promoting Investments First Create an Equity Scenario in the Next MTP/SCS

5 Equity Analysis in the MTP/SCS The MTP/SCS defines Environmental Justice Areas as those areas that meet one or more of the following three criteria:  Minority Communities: Census Block Groups where 70% + of population are from racial/ethnic groups other than non- Hispanic White  Low-Income Communities: Census Tracts where 45% + of population earns 200% or less of the Federal Poverty Level

6 Equity Analysis in the MTP/SCS  Vulnerable Communities: Block Groups that are in top quintile on at least 4 of 5 following indicators:  Housing Cost Burden (% of housing units paying 50% + of income on housing costs)  Single Parent Households (% of family households with single householder)  Older Population (% of population age 75 +)  Educational Attainment (% of population with less than HS diploma)  Linguistic Isolation (% of households where English isn’t primary or isn’t spoken well)

7 Equity Analysis in the MTP/SCS The methodology analyzes how the plan impacts the places where EJ populations live. Effects of the Plan on low-income people and people of color living outside EJ areas are not considered.
