3 Click map above to launch an interactive version with individual country scores. The darker the blue, the higher the perceived level of public sector corruption. The CPI scores countries on a scale of zero to 10, with zero indicating high levels of corruption and 10, low levels. That ranking is based on data from country experts and business leaders at 10 independent institutions, including the World Bank, Economist Intelligence Unit and World Economic Forum.

4 A quick search on the internet for country rankings returns thousands of results. Some tell you that Costa Rica is the happiest country in the world, while others label Germany the most beloved. Transparency International’s 2009 Corruption Perceptions Index (CPI) will also show up. 180 countries ranked according to their perceived level of public sector corruption.

8 Identify the five countries with the lowest as well as the highest CPI scores.

9 Countries which saw their ranking drop included Iran, which fell to 1.8 from 2.3 following the presidential election in June. Fragile, unstable states that are scarred by war and ongoing conflict linger at the bottom of the index. Meanwhile, the highest scorers in the 2009 CPI are New Zealand, Denmark, Singapore, Sweden and Switzerland.

10 In the reaserch,we find the lowest and the hingest have the same and the difference,becouse of the religion and culture difference there is a big gap between the two level. However, Africa and the Middle East, the Americas, Asia and Pacific and Europe and Central Asia have all engaged in a number of innovative efforts to measure corruption, transparency and governance - often combining objective and subjective data in their analyses and try their best to anti-corruption.

11 CONCLUTION It may be that the CPI scores are just a number to you, but for many people around the world it is their daily reality. It need not be so. As Huguette Labelle, Chair of Transparency International, notes, “These 180 countries in our index are your countries, and their perceived levels of corruption will remain as such until you demand accountability.”
