1 Day One Summary CDM and Transportation: The Chilean Experience

2 Issues Can the CDM work for transportation? Why is it vital? –Transportation is the fastest growing sector in ghg emissions, particularly in developing countries –Significant co-benefits: Local air quality Traffic congestion Cultural benefits

3 Issues Yet using the CDM as a mechanism to reduce transportation related emissions is a difficult fit: –Baseline determinations –Monitoring and verification issues –Project based regime under current international guidelines But the CDM is about development as much as it is about ghg reductions Using the CDM strategically –Complements domestic development priorities –Future global engagement –Improvement in country relations

4 Projects Bus transportation –Significant discrepancies in benefits calculations –Even in the most optimistic case, benefits may not be the most significant, (taking into current carbon prices) but can set an interesting precedent. –Can we claim credits for policies already in place (but not in practice)?

5 Projects Bicycles –Mechanism for promoting non-motorized means of transportation –Bike lanes versus bike pathways –Cultural challenges and benefits –Data and technical capacity needs can be substantial –Need for transparency –Additionality not an issue –Complementarity to land use issue –Use as feeding into public transportation infrastructures

6 Projects Urban land use change –Much “bigger bang for the buck” –“Meso” vs. micro –Behavioural vs. technological changes –Time frames much longer horizon –Data and capacity intensive –Contribution of construction work and materials –Considerably more methodological work required –A comprehensive sectoral approach makes urban land use change more ‘CDMable’

7 Conclusion Using transportation as the ‘Trojan Horse’ for the CDM Need to expand parameters of the CDM to be more development friendly. CDM is most effective as one financing tool among many Ode to the Air: CDM may be an important first step in contributing to sd but needs to be done as a complement to a full suite of effective policies and measures. Let’s dare to submit more projects!
