6
So In Addition To This… So In Addition To This… You Get This… You Get This… Providence, Rhode Island
7
Methodology Best Image Quality in the Industry Natural Perspective in Height & Scale Accurate Measurements can be Obtained Overlay GIS Data on Imagery Obliques and Orthos in One Low Altitude Flight! Final Delivery Within Approximately 60 Days!
8

Vision/Goal “The Products and Services that we offer are designed to allow Tax Assessment Officials to be more efficient, effective and productive, utilizing Technology”.
11
ChangeFinder & Connect Assessment
12
Change Finder Issues with Permits? Comparison of two sets of data: Orthos and Building Outlines Proven ROI Over 400 projects in US & Canada Over 25 Million parcels processed Benefits outside of Assessment
13
ChangeFinder Steps in the Process 1.Building Outline Creation (BOC) 2.Change Detection (CD)
14
Building Outline Creation 1. Type: BOC Latest imageryBuilding outline
15
Change Detection Latest imagery Building outline Base imagery Updated Building outline Example: Outlines are compared to historical imagery to update the outline file
16
Deliverable Products Primary deliverable is a Geodatabase or Shapefile of Building outlines Attributes of the deliverable include… Parcel ID X,Y coordinate of center of building polygon Change Detection Classification – Existing, Changed, Destroyed, New, Possibly Changed
17
Deliverables Regional Status Report statistical results for the regions defined by the customer (e.g. townships, wards). Lengths of the Sides DBF table that lists lengths of the sides of the buildings is provided Percentage of Change Added columns to Building Outline DBF for “Orig_Area” and “ChangeRate”
18
New Change Finder Processing
19
Change Finder
20
Connect Assessment The What is it… Web Based (Explorer) Change Finder Application (Change Finder is the capability to compare two sets of Ortho Imagery to detect property Changes) Allows for end-user’s to have better workflow for reviewing Change Finder Deliverables and tracking ROI Proven ROI assists in the justification of Imagery Contracts
21
Connect Assessment The What does it do (How does it work?)… Intended to marry together: Project management, tracking and ROI reporting of the spreadsheet workflow Step through analysis capability of Change Analysis viewer Ease of use, deployment and accessibility of Pictometry Connect
22
CAMA+SKETCH+ORTHO+OBLIQUE+STREETLEVEL
23
GIS Applications GIS department is provided new building outline dataset Analysis dataset/new building outlines Length of sides line dataset Points on decks Use in addressing applications, emergency response, MS4 mapping applications
24
GIS Application Discussion
33
Early Access
34
We delivery Imagery within 30 days of the last plane landing….. But now there us a Early Access! The What does it do/What is it Within two weeks of the start of a contracted Oblique imagery project, customer will have access to new imagery Capture. Posted to a distinct Pictometry Connect Account (Web based) designated as Early Access. As flights are completed within the contracted area and as the imagery is processed it will be posted incrementally.
35
Early Access
36
The What problem does it solve… Jurisdictions are no longer required to wait to begin utilizing latest imagery to ensure that properties are Fair and Equitably assessed (valued) Tax Rolls are set at different times of the year so having earlier access allows end-user to pace workload In the event of a jurisdiction wide reassessment or revaluation deadline, allows work to commence/be completed sooner with better QA/QC
