3 Intro: The Pros & Cons of Globalisation George Irvin

4 1.Meaning? 2.Globalisation is bad 3.Globalisation is good 4.Where from here? Outline of This Session

5 Various meanings: n Neutrals: a process in which geographic distance becomes a factor of diminishing importance in the establishment and maintenance of cross border economic, political and socio- cultural relations n Left critics:drive towards a global economic system dominated by supranational corporate trade and banking institutions that are not accountable to national governments n Supporters: drive towards a world-wide ‘market economy’ which will spread economic development and result in a more equal world n Is there a choice of ‘what sort of globalisation?’ Definitions?

6 n Economics: spread of market-capitalism, driven by MNCs, makes world more unequal and retards development (Wade); n Politics: market-driven politics destroys public sector, trivialises key issues and makes us ‘passive consumers’ of PR-dominated ‘ideology’ (Leys) n International Relations: breakdown of national boundaries suggests ‘Westphalian’ system of nation-states and multinationalism (UNO) are irrelevant n Environment: globalisation depletes non renewable resources Globalisation Is Bad

7 n Economics: world income distribution is improving, globalisation promotes development (Wolff) n Politics: there’s nothing we can do about it, therefore we must accommodate to ‘new’ politics; social democracy must accept a ‘third way’ (Giddens) n International Relations: ‘Martian’ Americans will spread democracy and freedom worldwide; thus, communism defeated; reactionary theocracies will yield, etc (Kagan) Globalisation Is Good

8 n Look at what happening to world inequality (lecture 2) n Explore IMF view of how to get ‘development’; ie, the so-called Washington Consensus view n Examine debates in the EU: does globalisation mean the end of the ‘welfare state’? n (with Pam Shaw): Look at the complex issues of environmental change and sustainable growth Where From Here?
