12 Provisional TargetCurrent Northwest Position By 2011:  Participation in full-time education amongst 16-18 years olds to rise to 84%  In 2005 19% of 16 & 17 years olds in the Northwest were not in education or work based learning, implying that 81% were  89% of adults to be qualified to at least level 1 literacy, and 81% to be qualified to at least entry level 3 numeracy  No data available  79% of adults to be qualified to at least full level 2  63% of the Northwest’s Working Age Population were qualified to level 2 in 2006  56% of adults to be qualified to at least full level 3.  47.5% of the Northwest’s Working Age Population were qualified to level 3 in 2006 By 2014:  36% of adults to be qualified to level 4 and above.  24.8% of the Northwest’s Working Age Population were qualified to level 4+ in 2006 [1] [1] Source: Annual Population Survey, 2006, NOMIS.
