Impact assessment concerning energy projects. Case; windpower 16 October 2007 Harald Noreik Ministry of the Environment

2 Wind power – new renewable energy An important element in the climate change policy Norway; Unique natural conditions for wind power Appr. 130 wind farms at planning stage (30 TWh) Large constructions - significant effects on land use, IA if over 10 MW

3 Wind farming- the Government’s objectives 3 TWh by 2010 (appr 1 TWh operational 1 Jan 2007) Increase the development of environmentally friendly wind power 30 TWh increased renewable energy production by 2016 compared to 2001. Wind energy an important part of this Ensure that development of wind farming is done in a holistic way and conflicts with other interests are kept at an acceptable level

4 Initiatives by central government to ensure viable projects: 1.Guidelines on planning of windfarms 2.Conflict assessment Environment Raindeer husbandry Defence

5 Planning Guidelines for windfarming -Approved jointly by MoE and MPE in June 07 -For developers, municipalities and relevant authorities -Contribute to increased development of environmentally friendly wind power -Ensure that conflicts with other interests are kept at an acceptable level

6 Contents - guidelines Purpose and substantive scope National energy objectives and conditions Topics to be considered in planning and localization Regional plans (guidance to follow) Municipal master plans Coordination of planning and licencing procedures Single turbins and small scale wind farms

7 Topics to be considered Protected areas Landscape values Cultural heritage Biological diversity Recreation areas Large areas without technical installations Noise Reindeer husbandry and Sami activity areas Civilian aviation and defence Tourism Agriculture Criteria for unacceptable conflict level given

8 County plan on wind farming, Rogaland Purpose Present assessment of possible areas for wind farming Clarify impacts and raise awareness among public and decision makers Present conflicts related to land use Make specific recommendations

9 Rogaland – planning process and methodology New generation of plans including IA, public hearing Energy authorities actively involved Long term perspective, revision every 4 year Analyzing 218 areas Recommends 10 areas

10 Rogaland – map of recommended areas Criteria for suitable areas: -Vicinity to power lines, roads -Capacity -Level of conflict -In agreement with other plans ? -Recommendations of the municipality
