9 Mission West Virginia VOAD is a humanitarian association of independent organizations that may be active in all phases of disaster. Its mission is to identify unmet needs and facilitate efficient, streamlined service delivery to those imperiled or impacted by disaster while eliminating duplication of effort through cooperation in the four phases of disaster: preparation, response, recovery and mitigation. 8

10 About West Virginia VOAD The West Virginia VOAD is the state chapter of the National VOAD. The VOAD consists of organizations active in disaster response throughout the state of West Virginia. The VOADs role is to bring organizations together and enable them to understand each other and work together during times of disaster preparedness, response, relief and recovery. 9

22 Unit Director (Blue Hat) Job Description/Responsibilities  Communicates with DR Director of Unit deployment and regularly during travel to site.  Reports of On-Site Coordinator upon arrival of the Unit on the field.  Consult with On-Site Coordinator about unit set-up.  Conduct team meetings, devotionals, and debriefings for the Unit. 21

48 Mission Statement Temporary Emergency Child Care (TECC) is caring for children when a disaster strikes. It is a ministry where Children and parents are shown the love of Jesus at a time when care and attention are vital needs in their lives. This ministry is a tremendous channel of God’s love to a community trying to recover to an ordered lifestyle following a disruption of various degrees. This disruption could range from a single family disaster to a larger scale catastrophic disaster. 47
