1 Who is a Domestic/Care Worker? a person who works within their employer’s household. Domestic workers perform a variety of household services for an individual or a family, from providing care for children and elderly dependents to cleaning and household maintenance, known as housekeeping. 2.5 million in the United States; will grow to 4+ million by 2035 Over 100,000 in Connecticut

3 THE PROBLEM Long hours, physically demanding labor, low pay; providing care for others but unable to provide for themselves or their families Isolation from other workers, invisibility within and outside of the workplace, and vulnerability to abuse and mistreatment Emotional ties to employers' families No guidelines for employers  Historic exclusion from federal and state protections; viewed as outside of the traditional workforce Valuing the Work that Makes All Other Work Possible

5 Global: International Labor Organization (ILO) passed human rights Convention 189, promoting “Decent Work for Domestic Workers,” effective September 2013.(Recognizes the role of race in employment practices in the way it defines "the fundamental principles and rights) 17 countries have passed legislation/regulations, or pledged their intent to support domestic workers The Response: The Global Movement to Claim Rights

7 NATIONAL SURVEY DATA The U.S. census estimates 2.5 million domestic workers 85% not guaranteed OVERTIME PAY 82% not guaranteed paid SICK DAYS 35% work long hours WITHOUT BREAKS 25% of live-in workers not able to get 5 hours of uninterrupted SLEEP 36% of live-in workers report THREATS or VERBAL ABUSE 91% do not report problems with working conditions out of FEAR OF RETALIATION

8 THE SOLUTION: THE DOMESTIC WORKERS’ BILL OF RIGHTS! To establish industry specific protections and labor standards that protect domestic workers' basic workplace rights affording domestic workers dignity, respect and fairness and thereby ensuring their employers high quality care of their families and homes.

9 WHO IS COVERED BY THE BILL? ✓ Any individual paid by a private household to perform domestic work (housekeeping, childcare services, elderly care). Any person who employs such an individual. ✗ Casual babysitters and licensed/registered staffing agencies.

10 4 FOR WORKERS Provides BASIC workplace protections including: meal and rest breaks sick days freedom from discrimination and harassment safeguards for privacy and protecting wages from illegal deductions.

11 4 FOR EMPLOYERS Ensures the highest quality of care their families and homes by protecting the health and welfare of their caregivers Reduces turnover by stabilizing the workforce Provides guidance where the law is unclear or silent
