7 Performance Measures Evolved to encompass TRAVEL TIME RELIABILITY Buffer Index = Additional Time added to ensure on-time arrival Planning Time Index (PTI) = Total time needed to arrive on-time Travel Time Index (TTI) = 95 TH or 90 th percentile (one of two bad days/mo) Volume-to-Capacity Ratio (V/C) Travel Speed LOS Annual VMT under congested condition Annual VHT under congested condition Annual vehicle hours of delay

8 Congestion Management Process (CMP) Cincinnati MPO: Buffer Index is the primary performance measure!!! Extra time that must be added to average travel time Normal Trip: 20 minutes Buffer Index: 40% Buffer Time: 8 minutes Total Time Needed: 28 minutes = Planning Time Index

9 Congestion Management Process (CMP) Lexington MPO: Travel Time Index (TTI) is the primary performance measure!!! Comparison of travel conditions in the peak period with free-flow conditions TTI = Average Travel Time Free Flow Travel Time

10 Congestion Management Process (CMP) In order to do : Travel Time Reliability Calculations and Identify congested roadway segments multiple sources of data are needed.

14 In 2011… KY Transportation Cabinet purchased 2010 TM data (now TM data) -Data from probe devices (GARMIN TM GPS units, etc.) -85% of the market -Provided speeds for every day of the year.

18 TTI Reference Speeds Norm: 95 TH or 90 th percentile (one or two bad days/mo) The Lexington MPO uses: 85 th percentile for uninterrupted flow facilities ( a delay that occurs more frequently) 60 th percentile for interrupted flow facilities, or the posted speed limit

23 Google Traffic TM A feature on Google Maps Displays Traffic Conditions in REAL-TIME on major roads and highways in 50 countries Works by analyzing GPS-determined locations transmitted to Google by mobile phone users. LEXINGTON MPO: Uses data for comparison purposes, to validate and calibrate the NAVTEQ data.

25 Waze Traffic TM GPS – based app for smart phones Differs because it is Community–driven Users (Wazers) report accidents, traffic jams, speed traps, cheapest gas, etc. Note: Purchased by Google in 2013, supports Android, iPhone, Symbian, BlackBerry 10, Windows Phone 8 and Windows Mobile LEXINGTON MPO: Uses data for comparison purposes, to validate and calibrate the NAVTEQ data.
