6 Regulatory Rule Making Process Making rules is a political process driven by: Special interest groups Specific problems or concerns The majority of those who “speak up” A minority of those who will be affected The rules may not be to your liking! Do you participate in your regulator’s rule making?

7 The Administration Process Administering the rules, normally: Does not allow discretionary judgment Does not allow unequal treatment Does not allow exceptions How do you handle a permit issue that “falls outside” the rules?

10 What the Regulators Say Be willing to communicate with them Share ideas and listen Don’t shy away from innovation They will work with you to: Develop solutions Be considerate of your need for funding Help you get funding when its available

11 What You Should Do Be Creative Look for innovative or alternative solutions Provide good data (science) for your cause Gather public support for your position Testify at public hearings Look/provide funding for their research

12 What You Should Do Be Proactive Work to get the rules or process changed Be active in an organization that influences legislation (Your Council/Board, ACWA, Leagues) Promote “Good Science” Be a partner in implementing the purpose of the regulatory agency. Aren’t you both working toward the same results?
