6. The rule: Libraries must meet the statutory definition of library or library consortium found in the 1996 Library Services and Technology Act (Pub. Head Start – All students qualify for NSLP program – However, Early Head Start (EHS) students do not qualify for E-rate program If facility is shared with Head Start students and Early Head Start students a cost allocation must be done to account for the ineligible students.
