2 WMS Assignments NPRR564, Thirty-Minute Emergency Response Service – Discuss concerns expressed at last WMS meeting. – Q: Why is ERCOT getting more 30 minute response at the same time they are talking about purchasing less NSRS? A: This is a true Emergency service which is only deployed in EEA. – Concern: The market needs more information about these loads. Response: ERCOT is looking at automating the data and bringing it into the market registration system. – Concern: These products should have a reliability-based method for calculating procurement quantities. Response: DSWG is looking to revise the month groupings for the products to more accurately specify the load horizons for the contract periods. – Concern: Price reversal due to deployment. Response: Could be addressed through the ORDC which is being considered by the PUCT. – Q: How would ERCOT get 10 minute product if they are cleared with the 30 minute? A: When offered at the same price, ERCOT will preferentially award the 10 minute product.

3 General Update Annual Review of AS Methodology – 2 key Revisions for 2014: (1) Updated wind study for regulation requirement and (2) Removal of load bias for load forecast. – ERCOT requested QMWG members to submit comments. – Removing the load forecast bias improves ERCOT Operations practices for choosing and reporting load forecast. – ERCOT would not be opposed to a bias term added to NSRS requirement.

4 General Update NPRR416, Creation of the RUC Resource Buyback Provision – Implementation delay due to question about Buyback Resources carrying AS. – Consensus of the group, it was the intention of NPRR416 that you could carry AS. – Should implement NPRR416 as is without the ability to carry AS. – Submit a new NPRR with the provision to carry AS so that ERCOT could have the Project group evaluate the impact.

5 General Update NPRR486, Calculation of Generation to be Dispatched and SCR773, Addition of Regulation Feedback to GTBD Calculation – ERCOT has made significant progress and the quantities of regulation deployed have decreased. – Continuing to work through PDCWG open meetings. – Developed metrics including limit on consecutive SCED intervals in which regulation is deployed in only one direction. – ERCOT is working on a PID (Proportional Integral Derivative) type control minimizing s scheduled control error term.

6 General Update SASM Offers – ERCOT continues to see a lack of offers available for SASM. – Are there Protocol revisions needed? – Notification of a SASM to allow offers to be submitted? Wind Forecast Accuracy Report Update – Reports are posted. – Working with another wind service to do a trial of wind forecasting – By the end of the year should have data to compare to current forecasting method WGR Concerns with Commissioning Checklist – Difficulties in getting Commissioning Plan approved. WGR members of QMWG will work with ERCOT to bring back a markup.

7 General Update GREDP Report – Conventional Resources, September 311/312 scored above 90% – CPS 1 consistently greater than 160 this summer – CPS2 99% for August-September – WGRs, 2250 intervals scored, 1950 intervals passed – Congestion intervals significantly reduced due to CREZ – No inter-zonal interface limit issues in West in Q2 or Q3 2013 NDCRC Upgrade for Reactive Test submittal – Improvement in test submittal and approval process since the ERCOT workshop. Continuing work on NDCRC input screens. – Support for NOGRR125, Minimum Notice for Coordinated Reactive Testing
