2011 Population Census of Hong Kong -Interactive Data Dissemination Service 27-29 November 2012 John Hon-kwan LAM Census and Statistics Department Hong Kong

2 B ACKGROUND Hong Kong’s Population Census Since 1961 Conducted every ten years Population By-census conducted in the middle of the intercensal period Latest round of Population Census 30 June – 2 August, 2011 (34 days)

3 DISSEMINATION OF CENSUS DATA IN HONG KONG Considerations Usefulness of data Convenience and ability of users to use and interpret the statistics properly Technology advancement Data confidentiality Public awareness and accessibility of users Consultations with major users Government Bureaux and Departments Academics and other organisations

4 MAJOR DATA DISSEMINATION CHANNELS Press conference Analytical publications and feature articles Main tables and district-based fact sheetsdistrict-based Interactive visualisations (Dashboards)Dashboards Tailor-made tabulations Access to micro-data Interactive Data Dissemination Service (IDDS)

5 MAJOR DATA DISSEMINATION CHANNELS Using the Internet  The launch of an online bookstore in Oct 2001  Dedicated websites for data dissemination:  2006 Population By-census (http://www.bycensus2006.gov.hk)  2011 Population Census (http://www.census2011.gov.hk) 1990s : CD-ROM bundled with GIS software  2008: Statistics on Map; Interactive Data Dissemination System (IDDS)IDDS

6 Since 2008 Disseminate results of 2006 Population By-census Allow users to build statistical tables and charts per own requirements Internet-based Simple and user-friendly Step-by-step process Major Features Choosing the required statistical measure and analytical dimensions for tabulation; Specifying how the dimensions are classified and displayed; Customisation of the table built; Generation of chart/thematic map; Export table built in various file formats

7 M AJOR ASPECTS OF THE IDDS ENHANCED FOR 2011 P OPULATION C ENSUS AND Item IDDS for 2011 Population Census IDDS for 2006 Population By-census Data enrichment  Extended data coverage;  Allows users to produce tables up to 5 dimensions on 2 types of statistical measures More limitations due to resource constraints Temporal analysis  Comparisons of results of the 2001 and 2011 Population Censuses and 2006 Population By-census are allowed Results of 2006 Population By-census only

8 M AJOR ASPECTS OF THE IDDS ENHANCED FOR 2011 P OPULATION C ENSUS AND Item IDDS for 2011 Population Census IDDS for 2006 Population By-census View as you click  Table displayed immediately together with selection panels;  Enable users to view the content and interact with the system to make further selectioninteract NA More user-friendly  Table building process is simplified to reduce the number of clicks  Automatically provide the most detailed classification availableclassification  Pre-defined population/household groups for use as filtering;  Animated demonstration and user guide are available NA

9 M AJOR ASPECTS OF THE IDDS ENHANCED FOR 2011 P OPULATION C ENSUS AND Item IDDS for 2011 Population Census IDDS for 2006 Population By-census More flexibility  Tables up to 5 dimensions are allowed so long as the combination of dimensions is feasible;  The system will automatically adjust the classification of some dimensions so as to produce the table as far as possible  If the first specified dimension has a very detailed classification e.g. single age groups, many of the other dimensions would become not available although the table could be produced when a less detailed classification (e.g. broad age group) is used.

10 MAJOR ISSUES FOR CONSIDERATION IN DEVELOPING THE IDDS Participation of major stakeholders Contributions of users, IT experts and statisticians  Success of the IDDS Users Consultations with users (government departments and private sectors) Collection feedback on the use of the IDDS Use the IDDS on a trial basis before its launch  Design in a more user- centric manner  Further finetuning made before launch IT experts Make use of new technologies  Develop a secure and efficient web-based system Statisticians Ensure the production of detailed statistics efficiently for in-depth and proper understanding on the characteristics of the population  Ensure the system to meet statistical needs of users

11 MAJOR ISSUES FOR CONSIDERATION IN DEVELOPING THE IDDS System based on macro-data or micro-data - Balance between Meeting user Protecting data Requirements confidentiality Macro-data approach : Only macro-data files containing summarised statistics are stored in the IDDS Also helps reduce response time To cater for data confidentiality, data precision and system workload, tables up to 5 dimensions and 2 statistical measures can be produced

12 MAJOR ISSUES FOR CONSIDERATION IN DEVELOPING THE IDDS Ease of use versus system complexity Trade-off between user-friendliness functionalities Selection of statistical measure and dimensions is of upmost importance One-page user interface consisting three different panels  selection of statistical measure  selection of classification variables  table A few advanced system functions available in the old IDDS (e.g. sorting by row and suppression of empty row or column) are not available

13 MAJOR ISSUES FOR CONSIDERATION IN DEVELOPING THE IDDS Flexibility for further data expansion Increased demand for access to wide scope of official statistics at more detailed level in an interactive and flexible manner Design is scalable and flexible for further expansion Importance of comprehensive system testing and workload estimation Any interruption in interactive public services may have long-term impact on organisational images System load tests should be performed several times before launch to ensure smooth function of the IDDS

14 WAY FORWARD Enhanced IDDS for 2011 Population of Hong Kong Since the launch in mid-September 2012, more than 2000 visits, generating more than 23 000 statistical tables To encourage the usage of IDDS through various promotion activities, including through regular publications, briefing to users in various occasions. Continue to monitor user feedbacks and introduce improvement, if necessary. Consideration will also be given to expanding the coverage of data to other themes of official statistics
