7 Executive Summary The purpose of this project was to report current market conditions for broadband access in the Ameriplex Portage and North Side business parks. Specifically, would a coordinated dark fiber access system deliver the value needed for long term success of its tenants. Indications are that the geographical area include in this project is underserved for competitively priced high speed broadband access. Although the customer response rate was a lower than desired 29% (target is 50%), those businesses that did participate, unanimously indicated they would support a fiber based system with a charter of reduced costs, open competition and higher speeds. Of the businesses that responded, the majority were on the smaller broadband consumption class with an over all average of 2.87 Mbs. With a rough margin of error in the range of +/- 15%, a budgetary capital investment of approximately $550k would develop a backbone to South Shore Fiber Link, fiber legs into both business parks and lateral to each facility. It must be noted for this study that full costs for Ameriplex park were included in the amount of $87,084 however indications were given that they already exist. Also noted that fiber legs for North side business park were also included where indications were given that some conduit may exist. With the maximum investment projected, light user averages, and lower than desired response rate an ROI is still an attractive 5 years.
