IEEE Systems Council SRC Review June 2008 Bob Rassa Oct 3, 2008

Overview l Society reviewed June 2008 l Report issued late August 2008 l SRC has issues with the Council FoI, activities, lack of participation by member Societies in existing activities

Main Issues l Field of Interest too broad l FoI basically covers the critical elements of the engineering of systems, such as Se education, standards, processes, methodologies, modeling & simulation, design aspects for robust design, transition of products from design to production, quality control & system management, program management, risk management, systems architecture l Not sure we agree that FoI is “too broad” l Member Societies not helping Council l Agree; the Society gatherings should help this

Main Issues - 2 l Journal l Quality is good, but submissions are “well below” what was hoped for. l Suggested that we ask member Societies for more paper submissions l Also mentioned that maybe we should use existing Society Journals for our purpose. l Appoint senior persons as Associate Editors l Agree on some points; member Societies could help gather abstracts; disagree that Journal not viable

Main issues - 3 l Conferences l Attendance low, abstract submittals low. l FoI should attract more interest l Should use more volunteers from member Societies; consider 2-3 max-pririty items that bring gov’t, academia, subset of member Societies. Use to channel truly active participation of groups of Society reps l Agree in part; abstracts low for 1 st conf, were fine for 2 nd. But we can/should get more active participation from member Societies.

Main Issues - 4 l Technical Committees l Only one TC, planning more l One TC seems deficient l Stronger base of volunteers needed l Agree; there were 2 TCs, one was “stillborn”. Need a number more, joint with member Societies, to address important issues l Chapters l Only one Chapter, activities not listed on website l Develop chapters worldwide l Agree; website should show Chapter activity; need more joint chapters with member Societies. AES agrees to help form same

Main Issues - 5 l Additional Activities l SE Accreditation effort applauded l Constitution/ByLaws well-written l Student members applauded l Council Secretary should be voting member l Secretary is a voting member l Website l May not be considered very attractive, but contents are informative; good menus for volunteers, only one Conference listed. Chapter info missing l Journal & Conference are highlighted. Chapter info needs update

Main Issues - 6 l AdCom l Some officers did not do their jobs, accomplish goals/objectives. l Get qualified candidates from member Societies l Agree; new VP-Pubs seems to be doing super job. Will address additional capability for next election. l Fellows l No nominations to date. There MUST be good candidates l Form Recognitions Committee l Tough one since we have no “members” per se; could do better job however

Main Issues - 7 l Finance l Surplus at end of 2007 was $78k. l Did not explain plans to use the surplus l DL program out in place; other initiatives may be sought l Business Plan adherence l Effort made on Journal, Conference, but both have been below expectations; Conf growing but clear, strategic plan of the conf milestones over the long term lacking; Other initiatives stalled due to lack of volunteer time; Inadequate base of volunteers for leadership; Council is overextended l Run strategic plan beyond 2008, focus on 2 areas, conf and journal, pursue larger volunteer base, define budget prior to each year l Agree, business plan to be updated; budget was done; seeking joint activities with member Societies to boost topics
