2 Committee Meeting results Principles: Population based (not just Medicaid), Common data definitions across payers, BEACON collaborators sponsor and implement data infrastructure. Start small, learn from early adopters. Immediate Goal: Establish the BEACON HIE and Data Repository based upon the original strategy in the CHIPRA Grant.

3 Recommendations The OPQC technology infrastructure will be used indefinitely for the BEACON HIE and data repository. Initial funding in the first year could come from MEDTAPP (50% match). An estimate of the 2011 spending on OPQC is being calculated to determine whether there is enough non-federal match to draw down federal funds to complete the first year of activities. The Committee will revise the budget based upon findings.

5 Long Term Goal: Integrate the BEACON HIE and Data Repository with the development of the State Medicaid HIT Plan. Develop applied clinical informatics tools to improve services at point of contact Recommendations: Actively participate in the Medicaid HIT project. Propose a set of ‘meaningful use’ measures to be incorporated into EHRs for children’s health care that are consistent with the BEACON Council’s vision. Propose and implement a strategy for early adopters of EHRs to communicate the ‘meaningful use’ measures to the repository through the Health Information Exchange.

6 State Medicaid HIT Plan 5 year plan of activities by SMA to implement Section 4201 of ARRA. Required by CMS to receive 90% FFP to: Implement EHR Incentive Payments OHIP goal to have 7,000 practices with EHR by 2/2012 Goal: To be able to begin making incentive payments by 3/2011. Conduct adequate over sight of program Initiatives to use EHR technology to promote health care quality and exchange of health care information

7 SMHP Process SMHP submitted to CMS by 11/2010 June – September 2010: Public Process to develop plan Plan Contents “As-Is” HIT Landscape “To-Be” HIT Landscape Implementation Plan for HER Incentive Payment Program HIT Roadmap – Annual Measurable targets tied to goals. Implementation Advanced Planning Document (I-APD) submitted to CMS when SMHP is approved. I-APD content – Technology plan and Budget to implement SMHP.

8 What is the vision to use EHR and other informatics technology to promote health care quality and exchange of health care information? A clinical repository of health data from physician and hospital EHRs supporting quality improvement and reporting? Is the OPQC data strategy and architecture an early prototype? What role should BEACON play in applied clinical informatics and development?
