Stage 3 : Delegation Process IANA process: Delegation of ccTLD managers RFC 1591, ICP-1, GAC Principles ICANN board approval US DOC authorisation

Module 7: Additional Topics Relationship b/w ICANN & ccTLD manager Documentation of responsibilities b/w ICANN & prospective IDN ccTLD managers (“DOR”) Mandatory Accountability framework (with some changes) Financial contributions “Should be required” More discussion required Membership in ccNSO IDN ccNSO PDP ccNSO’s interim solution

Module 7: Additional Topics Contentious issues with existing TLDs and new gTLDs applications Identical or confusingly similar Cut off time for gTLD: ICANN board approval Cut off time for ccTLD: validated request, ie Technical Committee evaluation Timelines? gTLD application on hold upon receipt of IDN ccTLD request IDN ccTLD prevail if passes validation Unless gTLD has govt support, then BOTH on hold

Module 7: Additional Topics IDN Table Listing of all characters Variant characters: at least 2 characters with same meaning Development and Use of IDN Tables and Character Variants for 2 nd & Top Level Strings Paper = variant table = language variant table = language table = script table Defining variant characters help reduce confusion across TLD registries using same script Paper : Collaboration among communities sharing scripts to develop IDN tables and policies “strongly encouraged”

Module 7: Additional Topics SLD Requester decides & assesses the characters Will it appear in other requests? If yes, collaborate with other countries  to share the character or create separate table TLD Apply IDN table for SLD Variant strings: support from authority/expert in the language Allocate variant strings treated as aliased function Mechanism to ensure aliasing is enforced b/w requested string and variant string Block variant strings that do not fulfill requirements

Module 7: Additional Topics Evaluation of fast track process Every 12 months Public comment period: at least 45 days For changes, 1 month prior notice

Other updates gTLD and ccTLD launch times Initial position: the introduction of IDN gTLDs or IDN ccTLDs should not be delayed because of lack of readiness of one category, but if they are not introduced at the same time, steps should be taken so that neither category is advantaged or disadvantaged, and procedures should be developed to avoid possible conflict GNSO Council resolution of 8 January 2009 : neither the new gTLD nor ccTLD fast track process should result in IDN TLDs being entered into the root before the other unless both the GNSO and ccNSO so agree ccNSO: discussion with GNSO
