4 4 DAPE Agreement and the ESDA COPC Action Item 2013-2.1: Complete a new DAPE agreement for signature. MOA update staffed and signed Sep 2013 with minimal changes New agreement in-place for current fiscal year; AF/A3O-W directed AFWA pursue revision to align with AF GC review comments 557 WW (formerly AFWA) took the lead to develop the first draft of revised DAPE and ESDA CSAB recommends pursuing a new DAPE MOA after the Spring COPC 2017 to be ready for signature on Sept 30 th 2018 (when the 5 years term ends). Recommend closing this action. COPC Action Item 2013-2.2: Review and update the Environmental Satellite Data Annex to the DAPE MOA. Updated version ready for coordination. Need to determine the AF signature level. Recommend keeping this action open. 4

5 5 Federal Plan for Cooperative Support and Backup Among OPCs COPC Action Item 2013-1.9: Review and update the Federal Plan for Cooperative Support and Backup Among Operational Processing Centers (FCM-P14-2012). OFCM needs to incorporate all updates and the networking changes. Coordinate/review based on recent reorganizations (557WW, IDFOR, NWS, and NESDIS (OSGS). CSAB recommends keeping this action open. 5

6 6 GOES-R Direct Readout COPC Action Item 2012-2.7: Each OPC to provide anticipated GOES-R implementation strategy; expressly addressing data receipt mechanism/methodology and impacts to processing infrastructure. GOES-R is scheduled to launch in Fall 2016. Air Force will modify existing GOES infrastructure at Offutt AFB for direct readout. NAVO and FNMOC are continuing to pursue GOES-R Direct Read-out capability, using the Navy ESRP Program (POM18 planning) Plan to use PDA “Operational” delivery until DRO capability is established. NRLMRY has installed antenna’s. Plan to leverage that capability and recommend movement into ESRP to address continued O&S costs Via the GRB/H8RB project, NCEP Centers (NCWCP, SPC, NHC, AWC, SWPC) will be receiving antenna dishes in support of operational data feeds. Dishes will also be installed in AK, HI, and Guam. CSAB recommends keeping this action open. 6

7 7 NOMADS COPC Action Item 2012-2.8: NCEP (in particular NCO) will host a teleconference meeting/s with the DOD OPCs to develop the way forward with NOMADS. 1) Investigate alternative paths (besides Internet) for the operational use by the OPCs. 2) Discuss architecture and backup capabilities. 3) Solve getting the DOD data flows on the NOMADS server for distribution. 1 and 2 will be covered by the 2 nd DOD/NOAA connection and IDP at Boulder. NOMADS is functioning in College Park. NOMADS Boulder will be functioning Spring 2016. Dissemination of 557WW Ensemble products from the CP NOMADS: 557 WW needs to make modifications to their GRIB to meet the WMO standard table definitions. 557 WW scheduled to make the modifications by the end of 2015. CSAB recommends keeping this action opened. 7

8 8 JASON 3 and Sentinel JASON-3 Anticipate January 2016 launch, Vandenberg AFB, CA If that window is missed launch will be delayed until Jan 2017 because of modifications to the launch pad. Data availability expected 4 to 6 months after launch. OSPO already has a CCR to distribute via the DAPE Gateway. Sentinel Dec 10, 2015 launch, Plesetsk Cosmodrome Data will come non-operational via NOAA STAR. NIC has requested data via the PDA. No processing or stripping off data. OSPO is still evaluating this request. 8

9 9 Status of the COPC AIs 2014-2.1: Determine if data can be exchanged via the DAPE Gateway using secure protocols. (Keep Open) 2014-1.2: JAG CCM shall coordinate with COPC partners to update the network requirements (now FY14-FY17). (Keep Open) 2013-2.1: Complete a new DAPE agreement for signature. (Recommend Closing) 2013-1.2: Review and update the Environmental Satellite Data Annex to the DAPE MOA. (Keep Open) 2015-1.1: Organize a meeting with US WMO Permanent Representative and key NWS leadership to review the WMO Congress Meeting (May 25 – June 12) results. (Recommend Closing) 2015-1.2: For the next COPC, review each Centers COOP and evaluate the areas where the Centers could help mitigate another Centers prolonged outage. (Recommend Closing) 2015-1.3: Replace the WG/OD Satellite Co-Chair. (Recommend Closing) 2015-1.4: Make a recommendation about the utilization of the 2nd COPC network path (Boulder). [Concurrent usage or regular scheduled failover tests]. (Keep Open) 2015-1.5: Deactivate the JAG/OCM. (Recommend Closing)

10 10 Status of the COPC AIs 2012-2.9: NESDIS to track and share JMA rebroadcast and HRIT downsampled product offerings. JAG ODAA to assess mutual center needs for obtaining Himawari via cooperative share relationship with JMA. (Keep Open) 2012-2.8: NCEP (in particular NCO) will host a teleconference meeting/s with the DOD OPCs to develop the way forward with NOMADS. 1) Investigate alternative paths (besides Internet) for the operational use by the OPCs. 2) Discuss architecture and backup capabilities. 3) Solve getting the DOD data flows on the NOMADS server for distribution. (Keep Open) 2012-2.7: Each OPC to provide anticipated GOES-R implementation strategy; expressly addressing data receipt mechanism/methodology and impacts to processing infrastructure. (Keep Open) 2013-1.5: Implement an end-to-end latency test exchange using representative proxy data from NOAA (NESDIS, TOC, and NCEP) through NFG to each DOD OPC. (Keep Open)
