3 Amended Constitution Maximum size of the Management Board changed from 12 to 15 members 3 ministerial appointees, including independent chairperson with no voting rights, one professional body rep and one community rep Nomination process of employer constituency of Board to align with process of employee group Change in composition of Exco and role of the vice- chairperson

4 NSDS III 5 year period: 2011 to 2016 Drop in the Mandatory Grant from 50% to 40% 10% PIVOTAL grant (professional, vocational, technical and academic) Increase access to occupationally-directed programmes Workplace-based skills development Build career and vocational guidance Sector Skills Plan (SSP) approved by DHET

5 Pivotal Programmes Provide a full occupationally ‐ directed qualification e.g. degree, diploma, learnership, internships. Not short course Begins in tertiary institution and includes supervised workplace learning. For workers could begin in workplace and then move to a college or university Applicable to 2011, forms available on 1 April 2011 Not gender or population group-specific Standard tariffs for employed or unemployed people Accredited and quality-assured training providers

6 Changes to Grants Entry and Exit Learnership Cash Grant (LCG) grant has been introduced The LCG application form for Non Levy Payers (NLPs) and Skills Development Levy (SDL) Payers now combined into one application form Learner registration or completion will be determined by the learner being recorded as such on the Fasset database Employers to ensure the professional body has provided data to Fasset before they submit their application

7 Scarce Skills Scarce Skills - people to fill job vacancies 79% professional occupations e.g. trainee accountants and auditors, bookkeepers, accounting technicians, general accountants, financial officers, supply chain professionals

11 LCG 2010 Learnership Cash Grant Available to employer who employs a black (African, Indian, Coloured) and/or a learner with a disability Employer must employ fewer than 150 employees Maximum of 10 learner grants per employer First-come first-served basis Learner must have commenced in 2010 calendar year Tax deductions (higher for people with disabilities)

12 SCG 2010 Strategic Cash Grant Expenses to a maximum value of 20% of SDL White women acceptable for certain criteria MS Excel format required Subject to capping Criteria: bursaries, quality-assured workplace experience, workplace experience for unemployed, learnerships, ABET, National Standards for People Development

13 SMME 2010 Amount will be limited to R11,000 per five employees Forms employing fewer than 50 people White women acceptable for senior courses No learnerships, structured courses only. 17 Development Projects To address the shortage of professionals in Fasset sector Training of learners in workplace readiness skills – including soft skills and technical financial skills Learners are black and/or disabled, and once employed by the company may be put forward for a Learnership Cash Grant (LCG) 70% placement minimum requirement Funded by Fasset with unclaimed levy money
