10 Extremist Activities Major Incidents of Extremist activities are as follows : FIR No. 57/2002, Manoharpur PS  On Twelve Policemen, two drivers and one villager killed in land mine blast and firing by militants in ambush.  Police and Private vehicle were burnt, 31 arms were looted. FIR No. 16/2004, Gua PS  On extremist looted 9 rifles by attacking police outpost.  Also burnt a police jeep FIR No. 17/2004, Gua PS  On – 29 Policeman were killed in 5 landmine explosion  Also arms were looted – 2 LMG, 2 Insas, SLR, 5 Rifles, 1 Carbine (9 m), 1 Revolver and bullets.

11 Extremist Activities FIR No. 14/2006, Gua PS
 On militants exploded one Vehicle of CRPF.  11 Policemen were Killed. FIR No. 16/2009, Goilkera PS  On land mine exploded and firing by militants,  11 policemen including one driver were killed In last General Parliamentary Election Vehicles, EVMs and other polling materials of 4 polling booths were burnt and there after re-poll was conducted.

12 Other Difficult Features
The large portion of the district is covered by dense forests and hilly areas including SARANDA Forest. The villages/ village hamlets are situated here and there and access to those area are very difficult. The roads in inner parts are still Kuccha and threats of land mine blast is always there. The rivers and rivulets are there and all not yet connected by bridges. Hence accessibility to those areas are very difficult. This is bordering district of Jharkhand and its boundary touches Orrisa. Hence an area specific special plan is required for these areas.

Minimum requirement considering the sensitivity 2/16 CPMF/JAP/SAP 4/32 in some booths- Saranda forest areas Senitisation of areas and booths Shifting outside the buildings-with due permission Movement of forces directly to cluster points if coming outside the district –no logistics required at district HQ Movement only through countryside on foot ROP for affected areas Phasing of election

15 Deployment… Attaching two wireless static or mobile to manage the connectivity- Repeater are being used Two runner for every such booth Local people with local motorcycles Petty contractor or villagers working in the govt schemes Movement of forces from cluster to booth only on foot Early morning movement of forces If not having the required strength to defend the booth during the night Combining the police/magistrate/patrolling party Less movement lower the chances of causality Dropping the forces from one booth to the last in same sector and stationing the party at the last booth then following the downward route

Naxal Group would be pressurized to change location and would not be free to plan to target the booths. Land mines tracking- precautionary measures avoided many causalities. -Gudri Block – Twice targeted but avoided -Goilkera/Sonua Landmines found & defused. Movement of polling parties & forces with the help of GPS Along the line from cluster to booth -avoided predetermined path & hence causality Minimum vehicle used

21 Reasons provided for Shifting of booth
As the area is difficult from geographical and Extremist point of view, a special plan was required for peaceful, free and fair poll. The plan was to conduct polling at certain number of booths to one secure place where voters usually comes for other social and economical activities. In rural areas weekly “Haats” would be the places, where people from remote villages come to purchase items/ required things of their need. The places of weekly haats or other secured places were decided since many years villagers are habitual to visit these places.

22 Conduct of Poll in Shifted Places
As the people / Voters are habitual to visit weekly haat/converged places, therefore, certain numbers of polling stations can be converged to one single place i.e. places suitable from security point of view. polling can be conducted with minimum loss/damage to security forces . From law & order point of view also, the polling can be suitably conducted with deployment of more and adequate force.
