2 The New Automated Fingerprint Identification System (AFIS) Jerry Pena Asst. Identification Section Manager Austin Police Department

3 Areas of Interest The Austin Police Department currently relies on the State AFIS system to conduct searches of latent fingerprints. The State AFIS only searches the fingerprints of subjects arrested for class “B” misdemeanors and above.

4 Areas of Interest (cont) AFIS does not have the ability to search palm prints, which make up approximately 30-40% of all latent prints received. Approximately 90% of all latent prints identified in AFIS are from local arrests.

5 Areas of Interest (cont) 80% of the Department’s arrest are for class “C” misdemeanor offenses. These offenses are not reported to the state therefore their prints are not entered into the states fingerprint data base. As a result manual searches are relied upon to complete these comparisons.

6 Areas of Interest(cont) Manual searches are very time consuming to the Examiner. In order for a manual search to be conducted a suspect must first be developed. A comparison request must be submitted with the suspects information.

7 Areas of Interest (cont) The New AFIS will interface with the existing live-scan system located at the Travis County Justice facility. Finger and palm prints of all arrested subjects will automatically merge with the AFIS database. Juvenile and employee fingerprints will be directly entered into the AFIS database

9 Leadership Action Plan Meet with Detective Details to get their buy in. Meet with City Purchasing to finalize the purchasing of the system. Identify space issues within the ID Section for the new system.

10 Leadership Action Plan (cont) Set up a committee of individuals from the effected units to look at the scope of the project to ensure that it meets the needs of customers.

11 Leadership Action Plan (cont) Set up LPU Procedures Set up feedback to the Investigative units on identifications made by the system.

12 Evaluation Monitor monthly reports to ensure that the process is being used effectively and that identifications are being made as a result of this system.
