2 Chapter 1 – Principles of Government (pp 2-25) 1.1 (pp. 4-10) Government and the State TODAY’S MAJOR STANDARD: 5.1.12.A - Evaluate the major arguments advanced for the necessity of government.

4  Define Government and basic powers it holds. 1. Government – Institution through which a society makes and enforces public policy (or all the things the govt. decides to do). 2. 3 basic powers are often outlined in a constitution 3. 5  Describe the 4 characteristics of the state. 1. State – group of people (population), in a defined area (territory), politically organized (sovereignty) with power to make and enforce laws (Government). 2. 7  Describe the purpose of government. 1. Different nations may have different purposes, but the U.S. Constitution’s preamble gives us a general answer. 5.1.12.A - Evaluate the major arguments advanced for the necessity of government.
