3 Background There are no sidewalks, no curb and gutter, and no sanitary sewer under Montgomery. Montgomery has a storm sewer from Wabash to University (built in 1947.) Montgomery has water main from University to about 100’ south of University.

4 Context West Midway is an important jobs producing area in the city and will remain so into the future: ~20,000 employees in the West Midway area ~200 businesses 7,776 residents in the project area (this number is growing) 2015 year-to-date average weekday ridership on the Green Line = 31,820 rides Raymond Station = 23,947 average monthly boardings Fairview Station = 24,760 average monthly boardings

5 Supportive City Policy West Midway Industrial Area Plan (2014) Invest in the street and roadway network. Improve the physical environment for businesses, workers, residents. Enhance the environmental sustainability of industrial development in the area. Enhance streetscaping throughout the area with sidewalk installation, curb and gutter, landscaping and lighting. As part of street reconstruction, new boulevard development will incorporate stormwater holding/planting environment.

6 Saint Paul Comprehensive Plan (2010) T1.1 Complete the streets. T1.4 Implement reconstruction projects for improved safety. W2.8 Reduce the negative impacts that roadways in the city have on water quality and water resources. Supportive City Policy

9 Context: Vandalia Tower Redevelopment of the former King Koil Mattress Company building at 550 Vandalia (corner of Wabash & Montgomery) Met Council Transit Oriented Development Grant: $650,000 primarily to help fund sidewalks, landscaping, and stormwater features…The Vandalia Tower design includes new pedestrian links to nearby transit stops and bike paths through landscaped sidewalks and plazas. Vandalia Tower is anticipated to generate 329 new jobs: 276 will be Full Time at or above Living Wage standards.

10 Reconstruction of Montgomery Street What does this include? new bituminous pavement concrete curb and gutter driveway aprons where appropriate sidewalks ADA compliant pedestrian ramps storm sewer system improvements sanitary sewer grade sod boulevards a new street lighting system and planting trees

11 Request Estimated total project cost = $1.1m for reconstruction of Montgomery Street Including $129k in assessments CIB Request for Phase I: Planning = $150,000 for design and community process
